JR.OF COUNSELMr. Frank KruegerOffice of the Attorney GeneralCivil Rights DivisionRoom 32 65HEW - North Building330 Independence Avenue, S.W.Washington, D.C. 20201Re:Fort Wayne Community SchoolsDear Mr. Krueger:Pursuant to its resolve to bring the racial balance ofits faculty into the range of HEW guidelines by the fallsemester of 197 6, the Fort Wayne Community Schools will infact be implementing a plan to reassign both black and whiteteachers in its elementary schools in such a manner as willbring each of the schools within the District within a plusor minus five percent of the average percentage of blackteachers within the elementary school system as a whole.Currently, approximately eight percent of the faculty isblack in the elementary system as a whole.We have taken the total 1975-7 6 Staff (which, inclusiveof special education personnel, totals 688), we have takenthe total 197 5-76 black teachers per school, and we havecompared the resulting percentage of black teachers to eachschool's faculty as a whole with the acceptable HEW range.Based upon this analysis, we have made a determination ofthe number of black faculty members in each school and thenumber of white faculty members in each school that will haveto be transferred or exchanged in order to bring the ratiosand percentages into HEW conformity.Although there are some tentative figures available atthe present time for the approximate number of total facultyin each school beginning in September, 1976, there will be19
