The district’s investment of any surplus money in itstreasury, including money in any sinking fund, shall be inaccordance with Article 1 (commencing with Section 53600) ofChapter 4 of Part 1 of Division 2 of the Government Code.105126. The district’s deposit of district money shall be inaccordance with Article 2 (commencing with Section 53630) ofChapter 4 of Part 1 of Division 2 of the Government Code.CHAPTER 5.Article 1.PERSONNELEmployee Relations105140. Except as otherwise provided in this article and inArticle 2 (commencing with Section 105150), the determinationof questions concerning employee representation and the conductof employee-employer relations within the district shall begoverned by the Meyers-Milias-Brown Act (Chapter 10(commencing with Section 3500) of Division 4 of Title 1 of theGovernment Code).105141. Except as otherwise provided in Article 2(commencing with Section 105150), whenever a majority of theemployees employed by the district in a unit appropriate forcollective bargaining indicate a desire to be represented by a labororganization, and upon determining that the labor organizationrepresents at least a majority of the employees in the appropriateunit, the board and the accredited representative of employeesshall bargain in good faith and make all reasonable efforts to reachagreement on the terms of a written contract governing wages,hours, and other terms and conditions of employment within thescope of representation set forth in Section 3504 of theGovernment Code.105142. (a) If, after a reasonable period of time,representatives of the district and the accredited representatives ofthe employees fail to reach agreement either on the terms of awritten contract governing wages, hours, and other terms andconditions of employment or the interpretation or application ofthe terms of an existing contract, upon the agreement of both the93
