Office of the President / Sangguniang Panlalawigan /Sangguniang Panlungsod / Sangguniang BayanThis option is for the filing of administrative complaints againstelective local officials, on such grounds as dishonesty, oppression,misconduct in office and abuse of authority.Annex E contains Sections 60 to 68 of the Local Government Codeof the Philippines, which all pertain to the subject of disciplinaryactions on erring elective local officials. Section 60 lists the variousgrounds for disciplinary actions, while Section 61 provides theprocedures for filing of complaints, as follows:■■A complaint against any elective official of a province, a highlyurbanized city, an independent component city or componentcity shall be filed before the Office of the President;A complaint against any elective official of a municipality shallbe filed before the sangguniang panlalawigan whose decisionmay be appealed to the Office of the President; and■ A complaint against any elective barangay official shall be filedbefore the sangguniang panlungsod or sangguniang bayanconcerned whose decision shall be final and executory.Section 63 provides the grounds when preventive suspension maybe imposed, such as when the evidence of guilt is strong.2. Proceedings against professionalsThere are also administrative or disciplinary proceedings that involvethe suspension or expulsion from a profession of a licensed individual,whether public or private, as the result of a crime for which he or shewas convicted, or of a disciplinary infraction such as a breach of acode of ethics.In <strong>this</strong> regard, following are some possibilities:a. Professional Regulation Commission (PRC)Under the Commission are the 44 Professional Regulatory Boardsthat exercise administrative, quasi-legislative, and quasi-judicialpowers over their respective professions. Among the relevantfunctions of these boards are:■ Investigate violations of set professional standards and adjudicateadministrative and other cases against erring registrants42 SEEKING REDRESS FOR HIV-RELATED VIOLATIONS OF HUMAN RIGHTS
