Council further approved the revised document on “Guidelines for the Appointment of Deans,Directors, Deputy Deans/Directors and Heads of Departments”. According to these guidelines,competent academic staff will be appointed by a search committee to serve for a period of 4years. It is believed that this new system will improve the quality of governance at the Universityas appointments may be terminated in case of poor performance and non-delivery of qualityleadership.In order to improve communication and identify potential problems at an early stage, a highlysuccessful Student-Lecturer Forum was instituted in 2007. During this forum that takes placetwice a year, staff and students have the opportunity to openly discuss issues of mutual interestin a non-confrontational way.The year 2007 also witnessed the finalization of the five year strategic plan that sets a number ofobjectives to stimulate academic excellence and good governance. A workshop was held to get allmanagers acquainted with the strategic plan and implementation teams were set up to achievethe goals set out by the plan.2.3.2 FacilitiesDespite the ever increasing pressure on available funding due to the demand for qualityeducation, the University Management remains committed to provide and upgrade existingfacilities. The commitment of the University of Namibia to bring education to the people ofNamibia is evident in a number of major capital projects initiated on its satellite campuses. Thegroundbreaking ceremony for the new Faculty of Engineering and Information Technology tookplace on 17 November 2007 when the Chancellor, H.E.Dr. Sam Nujoma laid the foundation stoneat Ongwediva. At Henties Bay, construction started on the Mariculture Research Facility, whilePresident Hifikepunye Pohamba inaugurated a state-of-the-art Library and new hostel blocks atOgongo in August 2007. With the finalisation of the merger of the Agricultural College at Ogongowith the University of Namibia, these facilities will contribute to quality education provided tostudents at this campus.The Disability Unit of the University of Namibia was officially launched on 22 May 2007. Thisrepresents an important step forward for the University, its students and inclusive education inNamibia. The Unit received a welcome upgrade through funding from NAMPOWER that enabledthe unit to better provide for students with physical, hearing and visual impairments.2.3.3 Community Service and Social ResponsibilitiesThrough the participation and hard work of a number of staff members, the University of Namibia6
actively contributed to the tertiary education and training component of ETSIP. Numerous staffmembers participated in the Railway Project. There was active participation of staff membersin ETSIP, NQA activities, NIED, NOLNET, NAMCOL, Advisory Council for Teacher Education,and National Council on Higher Education. The University also played a significant role in thefinalisation of the Third National Development Plan (NDP3). A number of regions were assistedin this regard.2.3.4 Institutional Capacity BuildingStaff development has been accorded a high priority at UNAM, as it is aimed at capacity building,with the view to attaining national self-reliance in high level human resources.
