THE NAVY LEAGUE OF CANADA4.11 NATIONAL TREASURERBY-LAWSThe National Treasurer, who is elected at each Annual General Meeting of The League, shallperform the duties assigned to that office by the Board, including:(a) Take charge of, be accountable for, and generally supervise, all funds, books ofaccount, financial records, securities and property of the National Board of Directors;(b) Ensure that an accurate account of all receipts and disbursements of the funds of theNational Board of Directors is maintained; and,(c) Annually, propose a budget for the following fiscal year, and, upon approval of thebudget, ensure that expenditures are monitored and kept in line with the approved budget.4.12 NATIONAL COMMITTEES.01 The National Board of Directors may delegate powers and responsibilities to committees ofone or more individuals. Committees formally constituted by these By-Laws (e.g. the ExecutiveCommittee), or by the National Board of Directors, shall conduct their business in accordance withClause 4.23. Informally constituted "advisory" committees may assist and advise a CommitteeChairman but are not required to meet, vote, or pass resolutions..02 The following are standing committees of the National Board:(a) Navy League Cadet Committee(b) National Sea Cadet Committee(c) Division Presidents Committee4.13 NATIONAL OFFICEThe National Board of Directors shall cause a National Office to be established and maintained.4.14 AUDITORS.01 At each Annual General Meeting of The League, or at such other times as the NationalBoard of Directors may determine by resolution, the National Board of Directors shall appointauditors who:(a) Shall examine and audit all of the books, accounts, vouchers, documents andsecurities relating to the business of the National Board of Directors at least once in eachfiscal year of The League;(b) Shall have access at all times to all books of account, vouchers and other financialdocuments of the National Board of Directors; and,(c) May be members of The League, except that no person who is interested in anytransaction other than as a Director, Officer or Employee of The League, or who is an OfficerNL(18)E – 7 Feb 2012 14
