<strong>Non</strong> <strong>binding</strong> <strong>guide</strong> <strong>to</strong> <strong>good</strong> <strong>practice</strong> <strong>for</strong> <strong>implementing</strong> <strong>Directive</strong> 2002/44/EC (Vibrations at Work)2. On the basis of the risk assessment referred <strong>to</strong> inArticle 4, once the exposure action values laiddown in Article 3(1)(b) and (2)(b) are exceeded,the employer shall establish and implement aprogramme of technical and/or organisationalmeasures intended <strong>to</strong> reduce <strong>to</strong> a minimumexposure <strong>to</strong> mechanical vibration and the attendantrisks, taking in<strong>to</strong> account in particular:(a) other working methods that require less exposure <strong>to</strong>mechanical vibration;(b) the choice of appropriate work equipment ofappropriate ergonomic design and, taking accoun<strong>to</strong>f the work <strong>to</strong> be done, producing the least possiblevibration;(c) the provision of auxiliary equipment that reducesthe risk of injuries caused by vibration, such as seatsthat effectively reduce whole-body vibration andhandles which reduce the vibration transmitted <strong>to</strong>the hand-arm system;(d) appropriate maintenance programmes <strong>for</strong> workequipment, the workplace and workplace systems;(e) the design and layout of workplaces and workstations;(f)adequate in<strong>for</strong>mation and training <strong>to</strong> instruct workers<strong>to</strong> use work equipment correctly and safely in order<strong>to</strong> reduce their exposure <strong>to</strong> mechanical vibration <strong>to</strong>a minimum;Article 6Worker in<strong>for</strong>mation and trainingWithout prejudice <strong>to</strong> Articles 10 and 12 of <strong>Directive</strong>89/391/EEC, the employer shall ensure that workerswho are exposed <strong>to</strong> the risks from mechanical vibrationat work and/or their representatives receive in<strong>for</strong>mationand training relating <strong>to</strong> the outcome of the risk assessmentprovided <strong>for</strong> in Article 4(1) of this <strong>Directive</strong>, concerningin particular:(a) the measures taken <strong>to</strong> implement this <strong>Directive</strong> inorder <strong>to</strong> eliminate or reduce <strong>to</strong> a minimum the risksfrom mechanical vibration;(b) the exposure limit values and the exposure actionvalues;(c) the results of the assessment and measurement ofthe mechanical vibration carried out in accordancewith Article 4 of this <strong>Directive</strong> and the potentialinjury arising from the work equipment in use;(d) why and how <strong>to</strong> detect and report signs of injury;(e) the circumstances in which workers are entitled <strong>to</strong>health surveillance;(f) safe working <strong>practice</strong>s <strong>to</strong> minimise exposure <strong>to</strong>mechanical vibration.(g) limitation of the duration and intensity of theexposure;(h) appropriate work schedules with adequate restperiods;(i)the provision of clothing <strong>to</strong> protect exposed workersfrom cold and damp.3. In any event, workers shall not be exposed abovethe exposure limit value. If, despite the measurestaken by the employer <strong>to</strong> comply with this <strong>Directive</strong>,the exposure limit value is exceeded, the employershall take immediate action <strong>to</strong> reduce exposurebelow the exposure limit value. He shall identifythe reasons why the exposure limit value has beenexceeded, and shall amend the protection andprevention measures accordingly in order <strong>to</strong> preventit being exceeded again.4. Pursuant <strong>to</strong> Article 15 of <strong>Directive</strong> 89/391/EEC,the employer shall adapt the measures referred<strong>to</strong> in this Article <strong>to</strong> the requirements of workers atparticular risk.Article 7Consultation and participation of workersConsultation and participation of workers and/or oftheir representatives shall take place in accordancewithArticle 11 of <strong>Directive</strong> 89/391/EEC on the matterscovered by this <strong>Directive</strong>.SECTION IIIMISCELLANEOUS PROVISIONSArticle 8Health surveillance1. Without prejudice <strong>to</strong> Article 14 of <strong>Directive</strong>89/391/EEC, Member States shall adoptprovisions <strong>to</strong> ensure the appropriate healthsurveillance of workers with reference <strong>to</strong> the110
