ISBN: 3-932306-72-4CONTENTS: The international mobility of students has considerably gained ground as a majorpolicy in Europe over the last decades. As a result of the heightened political importance attachedto international mobility, there is an enhanced need for comprehensive, up-to-date, and reliableinformation on the phenomenon. However, data measuring real mobility is not always availableand is rarely sufficiently differentiated. This publication has therefore a double objective. First, itinvestigates which data on international mobility are being compiled and made available both atthe international, national and programme level. Second, it presents in one volume the studentmobility data identified, and - based on an analysis of these data - it tries to depict a picture of themain trends in international student mobility into and out of 32 European countries. Next toanalysing and presenting the data on international student mobility, this report also makesrecommendations for the improvement of student mobility statistics both at national andinternational level.European Union Education and Training Policy [Theme issue]/ Ertl, Hubert; Ed.; Phillips,David; Ed..-- In: Comparative Education, vol. 42, no. 1, 2006. similarities and differences in how various countries and organisations are using the termsborderless, cross-border, transnational, and offshore education and to identify key and commonelements. The emphasis is on developing a common understanding of the terms for the purposesof developing policy and regulations, undertaking research and collecting data. A conceptual mapin the form of typologies for the different types of providers/institutions delivering educationacross borders as well as the various modes of program and provider mobility is proposed. Finally, the paper delivers a strong message about the need for institutions, associations andgovernments to take the collection and analysis of data on programme and provider/institutionalmobility more seriously. Without some reliable and valid information on the volume, type andscope of education moving across borders, it is a challenge to develop sound policy andregulations to guide this growing sub-sector of higher education and to monitor newopportunities, risks and benefits.Building capacity through cross-border tertiary education/ Vincent-Lancrin, Stéphan /Observatory on Borderless Higher Education [UK].-- London, 2005. 23 p. (Report. 29)CONTENTS: While several OECD countries compete to attract foreign students, somepioneering emerging economies show that an innovative strategy for the import of cross-bordereducation can form a part of a national strategy for capacity building. Could this be a suitablemodel for developing countries to build capacity in tertiary education, and more generally, toenhance economic development? This paper will argue that this is the case: using cross-bordereducation to build capacity could be an effective strategy, especially when it is accompanied byappropriate policies and regulatory frameworks. Once an overall strategy for capacity building ineducation is in place as part of a national capacity building strategy, countries should examinehow tertiary (and more broadly post-secondary) education fits into this. A subsequent questionconcerns whether cross-border tertiary education could play a role in achieving the objectives ofthis strategy, and, if so, which. This paper does not offer definitive answers, as these issues areclosely connected to the local context of each country. However, possible answers will beexplored and an attempt to illustrate the mechanisms that may link cross-border education tocapacity building will be made.Dominant Beliefs and Alternative Voices: Discourse, belief, and gender in American studyabroad/ Gore, Joan Elias.-- New York, Routledge, 2005. 265 p. ISSN: 0307-5079CONTENTS: The aim of this article is to analyse the transferability of higher educationundertaken abroad to a domestic labour market. More specifically, how do Norwegians who haveundertaken their education abroad cope on the labour market compared to those who have acorresponding education from Norway? To examine this, we analyse short-term labour marketcareers among graduates. Three measures of labour market outcome are investigated: jobprobability, skill mismatch and wages. Results show that education undertaken abroad has bothpositive and negative effects on labour market outcome. Graduates with a foreign degree have alower job probability and a higher risk of over-education relative to home graduates. But amongthe employed, 'abroad' graduates have higher wages. The latter is explained partly by moreabroad graduates than home graduates being employed in the private sector. Highest jobprobabilities are found among those who have parts of their education from abroad. The mainresults are significant and robust across models, but the quantitative differences in labour marketoutcomes between abroad and home graduates are relatively small.New IDEAs for internationalisation within the knowledge society (La Ligue IDEA: unenouvelle approche de l'internationalisation au sein de la société du savoir)./ Büttner, H.G. /OECD. (100 female and 50 male) and 100 undergraduate students (75 female and 25 male) from 10universities in the United States, a field tested questionnaire was sent to 2500 students in all. Aresponse rate of 21 to 55 for undergraduates and 33 to 56 for graduate studachieved for a sampleof 446 graduate students and 313 undergraduates. Conclusions were that field study choices develop over time withfamilies, teachers, and schools playing important roles. Unfortunatly the mobility of students, especially their ability to move from oneuniversity to another without having to take extra time to obtain an academic degree, is greatlyhindered if the curricula in the parent institution are rigidly structured and contain a predefinedschedule for all courses or for the large majority of them. Experiments carried out in the practice of intercultural learningstill tend to be unsatisfactory owing to insurmountable differences in attitudes, ethnocentrismsand prejudices, taking into account financial or material investment or personal efforts.Difficulties in the process of learning and achieving results experienced by foreign students, mainly those from the Third World, are due to a considerable strain. The teaching of interculturallearning is therefore designed to counteract this strain by introducing motivation to"interculturalness", as well as an element conducive to political development. It is in such acontext that a special multicultural three-semester course has been organized with the materialand financial help of the World University Service (WUS), one of the authors of the book, in thespecialized Unit of Sciences of Education in the Technische Universität Berlin. The seminar was primarilydirected towards the issues and problems facing OECD countries as hosts to foreign students. Theseminar was structured in three sub-themes: institutional policies towards foreign students;specific measures and programmes for foreign students; and social and cultural adjustment byforeign students. The first sub-theme aimed at obtaining a comparable knowledge of institutionalpolicies towards foreign students in different cultural contexts of OECD member countries andtheir underlying concepts. The second sub-theme dealt with various problems concerning specificmeasures and programmes such as language training, orientation towards campus life, curricula,degree-granting, etc. The third sub-theme discussed problems pertaining to social and culturaladjustments of foreign students both on and off campus, including accommodation, scholarships, personal relationships, etc. More recently, OECD countries have sought ways of attracting moreforeign students. In some countries, these policies emerge as part of broader ones intended tofoster greater international cooperation. In others, the interest in attracting more foreign studentsderives from the need to sustain programmes experiencing a decline in enrolments and finances.Higher education diplomas in Europe: a survey of study programmes and of diplomas, degrees and other certificates granted by higher education institutions in the Europe region/Jablonska-Skinder, Hanna; Teichler, Ulrich / UNESCO European Centre for Higher Education[CEPES][Romania].-- Bucharest, 1989. 1 v. various pagings.CONTENTS: The volume is concerned with problems involved in comparing studies, diplomasand degrees of higher education.
