2010- Work<strong>for</strong>ce Strategy DraftSchoolsIn addition to <strong>the</strong> significant number of national training opportunities available through <strong>the</strong>Training & Development Agency (TDA) <strong>for</strong> schools <strong>and</strong> <strong>the</strong> National College <strong>for</strong> School Leadership(NCSL), <strong>the</strong>re have been a number of city-wide initiatives with a particular focus on schoolleadership. These include Local Leaders in Education, Aspirant Leader, Southampton Middleleader, Early Headship provision, Professional Partners, New <strong>and</strong> Acting Headteacher Induction<strong>and</strong> Beyond National Professional Qualification <strong>for</strong> Headship (NPQH) programmes.<strong>Children</strong> <strong>and</strong> young people’s servicesThe <strong>Young</strong> People <strong>and</strong> Community Support Division became operational as a Division in March2008 supporting children <strong>and</strong> young people aged 5-19. The Division was created to improveoutcomes <strong>for</strong> children <strong>and</strong> young people through integrating a range of services that wereoperating in silos such as: youth; Connexions; play; extended schools; teenage pregnancy;substance misuse; youth offending; training <strong>and</strong> enterprise; adult learning <strong>and</strong> student finance.A large work<strong>for</strong>ce of practitioners from a wide range of professional disciplines were alignedagainst generic job descriptions delivering universal <strong>and</strong> targeted services. This work<strong>for</strong>ce isdeployed across three localities, <strong>and</strong> a centrally based Learning <strong>and</strong> Skills Team. A qualification<strong>and</strong> training audit has taken place across <strong>the</strong> division <strong>and</strong> a robust training programme is in placeincluding management training. Thirty three members of staff are being supported to gainvocational qualifications, including five assistant youth support worker apprentices who have beenappointed to <strong>the</strong> Division as part of <strong>the</strong> Future Jobs Fund initiative.JigsawJigsaw is a specialist service <strong>for</strong> children <strong>and</strong> young people with learning difficulties <strong>and</strong>disabilities. The service provides a one stop shop enabling <strong>the</strong> child, carers <strong>and</strong> o<strong>the</strong>rpractitioners to have one point of contact through which <strong>the</strong>y can access specialist services withaccess to a lead practitioner to co-ordinate services available.Jigsaw has excellent multi-agency processes in place to support children <strong>and</strong> young people withhigh end mild learning disability, severe learning disability <strong>and</strong> physical disability.The team is made up of <strong>the</strong> following services:• Specialist Health Care (Southampton City Primary Care Trust)• Team <strong>for</strong> Disabled <strong>Children</strong> (Southampton City Council)• Education (Southampton City Council)It has access to a number of specialist services including:• Occupational Therapist• Social Workers• Clinical Psychology• Community PaediatriciansA Transition Operational Group is now in place which has improved transition processes <strong>for</strong>children with disabilities improving outcomes <strong>for</strong> <strong>the</strong>se young people.Sexual health <strong>and</strong> substance misuse servicesIntegration of teenage pregnancy, sexual health <strong>and</strong> substance misuse agendas has improvedservice <strong>and</strong> training provision.
