2010- Work<strong>for</strong>ce Strategy DraftService management10. The Southampton <strong>Children</strong> <strong>and</strong> <strong>Young</strong> People Trust will develop <strong>and</strong> adopt new ways ofleading, managing <strong>and</strong> organising services to support <strong>the</strong> delivery of this plan, with <strong>the</strong>fullest possible participation of children, young people, parents <strong>and</strong> carers.Within <strong>the</strong> <strong>Children</strong> <strong>and</strong> <strong>Young</strong> People’s Plan, <strong>the</strong> Trust has identified key activities underpinnedby milestones <strong>for</strong> action, which will be developed <strong>for</strong> each subsequent year of <strong>the</strong> plan.12. Delivering <strong>the</strong> <strong>Children</strong> <strong>and</strong> <strong>Young</strong> People’s Plan through<strong>the</strong> work<strong>for</strong>ce (Priority 10)Southampton children <strong>and</strong> young people’s services recognise that its most valuable asset is itswork<strong>for</strong>ce. We need to have <strong>the</strong> right people with <strong>the</strong> right skills, knowledge <strong>and</strong> behaviours in <strong>the</strong>right place at <strong>the</strong> right time to deliver care <strong>and</strong> support to our children <strong>and</strong> young people.Securing <strong>and</strong> sustaining high quality services <strong>for</strong> children, young people <strong>and</strong> families not onlydepends on <strong>the</strong> quality of <strong>the</strong> work<strong>for</strong>ce delivering <strong>the</strong>se services but also on its capacity, that is,<strong>the</strong>re must be sufficient numbers of staff if services are to be maintained <strong>and</strong> improved.12.1 Whole work<strong>for</strong>ce prioritiesThis section identifies our priorities <strong>for</strong> <strong>the</strong> whole of <strong>the</strong> children <strong>and</strong> young people’s work<strong>for</strong>ce.Priority 1:Integrated workingIntegrated working promotes effective <strong>and</strong> efficient ways of working by reducing duplication <strong>and</strong>increasing <strong>the</strong> transferable skills of staff. It supports early intervention <strong>and</strong> can be particularlyimportant when a child or young person has additional needs to those which are usually met inuniversal services. Priorities 2, 3 <strong>and</strong> 4 of this strategy will support us in <strong>the</strong> delivery of integratedworking.What success will look likePeople in <strong>the</strong> work<strong>for</strong>ce are clear about when <strong>and</strong> how <strong>the</strong>y need to work toge<strong>the</strong>r, have <strong>the</strong> skills<strong>and</strong> capacity to do so, <strong>and</strong> put <strong>the</strong> child, young person <strong>and</strong> <strong>the</strong>ir family at <strong>the</strong> centre.How will we achieve this?Developing <strong>and</strong> implementing locality workingCapacity will be improved by services working closer toge<strong>the</strong>r in locality teams, <strong>the</strong>reby reducing<strong>the</strong> potential <strong>for</strong> duplication of ef<strong>for</strong>t in areas such as in<strong>for</strong>mation ga<strong>the</strong>ring <strong>and</strong> commissioning.Over <strong>the</strong> next three years we will:• Ensure front-line practitioners working in locality teams develop more effective ways ofworking toge<strong>the</strong>r to identify <strong>and</strong> tackle problems early.• Identify fur<strong>the</strong>r opportunities to work toge<strong>the</strong>r more effectively at both a strategic <strong>and</strong>operational level to improve outcomes quickly.• Ensure opportunities to co-locate services improve <strong>the</strong> co-ordination, ease of access <strong>and</strong>environment <strong>for</strong> front-line service delivery.Version 2.6 18
