2010- Work<strong>for</strong>ce Strategy Draft• Ensure training opportunities are provided on a multi-agency basis wherever possible <strong>and</strong>appropriate.• Ensure <strong>the</strong> work<strong>for</strong>ce underst<strong>and</strong> <strong>the</strong>ir responsibilities <strong>for</strong> safeguarding children <strong>and</strong> youngpeople <strong>and</strong> what to do if <strong>the</strong>y have a concern.• Ensure <strong>the</strong> work<strong>for</strong>ce recognise <strong>and</strong> address wider safeguarding issues such as e-safety,road safety <strong>and</strong> bullying where appropriate.• Ensure <strong>the</strong>re are clear mechanisms in place to respond to, <strong>and</strong> deal with, situations wherechildren <strong>and</strong> young people are considered to be at risk.• Support one work<strong>for</strong>ce planning across <strong>the</strong> Trust.12.2 Sector specific priorities<strong>Children</strong> <strong>and</strong> young people’s servicesOur priorities <strong>for</strong> young people’s services are:• Implement <strong>the</strong> national teenage pregnancy strategy including work to prevent unplannedpregnancy <strong>and</strong> support to teenage parents.• Establish continuous professional development <strong>for</strong> all managers <strong>and</strong> staff including accessto safeguarding training.• Develop a work<strong>for</strong>ce plan including: estimates of future work<strong>for</strong>ce levels, staff development<strong>and</strong> succession planning.Early years <strong>and</strong> childcareWe recognise that <strong>the</strong> quality of early years’ education <strong>and</strong> childcare are vital to improvingoutcomes <strong>for</strong> children. Skill levels matter at all levels of <strong>the</strong> work<strong>for</strong>ce but many recent studieshave shown that having skilled graduates leading practice improves quality through <strong>the</strong> graduate’scontact with <strong>the</strong> child <strong>and</strong> through transferring best practice to o<strong>the</strong>r professionals.Our priorities <strong>for</strong> <strong>the</strong> early years’ work<strong>for</strong>ce are:• Attainment of at least Level 2 Certificate in Literacy <strong>and</strong> Numeracy at entry into sector <strong>and</strong>C or above grade in English <strong>and</strong> Ma<strong>the</strong>matics within first 2 years of employment.• Promote undertaking of Level 3 full <strong>and</strong> relevant (as defined by CWDC) to all staff to meetproposals <strong>for</strong> a level 3 minimum qualified work<strong>for</strong>ce by 2015.• Continued promotion of Early Years Professional Status (EYPS).• Every <strong>Children</strong>’s Centre full day care provision to have EYPS practitioner by 2010 <strong>and</strong> allfull day care settings by 2015.• Improved recruitment <strong>and</strong> retention in<strong>for</strong>mation/advice to early years <strong>and</strong> childcare sector.HealthAcross Southampton a range of staff work in universal, targeted <strong>and</strong> specialist services to promotehealthy lifestyles, <strong>and</strong> provide support <strong>for</strong> children, young people <strong>and</strong> <strong>the</strong>ir families when <strong>the</strong>y areill or have acute or additional health needs.Our priorities <strong>for</strong> <strong>the</strong> health work<strong>for</strong>ce are:• Training <strong>and</strong> supporting resources <strong>for</strong> <strong>Children</strong> Centre staff on Fit 4 Life.• Training <strong>and</strong> supporting resources <strong>for</strong> school staff on Fit 4 Life including healthy cooking /food preparation skills.• Motivational interviewing/healthy conversation skills training <strong>for</strong> staff across a range ofservices related to children 0-5 years <strong>and</strong> 5-19 years.Version 2.6 21
