2010- Work<strong>for</strong>ce Strategy DraftSocial workSouthampton City Council knows <strong>the</strong> importance of a dynamic, well functioning children's socialwork service <strong>and</strong> is investing new resources to enable children's services to meet <strong>the</strong> needs of <strong>the</strong>most vulnerable children <strong>and</strong> families in <strong>the</strong> city. We will adopt best practice <strong>for</strong> <strong>the</strong> recruitment,induction <strong>and</strong> retention of social workers <strong>and</strong> <strong>the</strong>ir managers in line with <strong>the</strong> national Social WorkTask<strong>for</strong>ce recommendations.Our priorities <strong>for</strong> social work are:• Exp<strong>and</strong> our <strong>Children</strong> in Need <strong>and</strong> <strong>Children</strong> in Care teams to ensure good practice<strong>and</strong> manageable caseloads.• Link social workers to localities to enable integrated, joined up working.• Ensure good supervision, training <strong>and</strong> team support.• Continue to develop <strong>the</strong> social work induction programme.• Ensure access to <strong>the</strong> newly qualified social worker programme which includesprotected caseloads <strong>and</strong> additional reflective supervision.• Support a local return to social work scheme.Youth Offending TeamSouthampton is one of a number of local authorities covered by <strong>the</strong> Wessex Youth OffendingTeam (YOT). The annual Youth Justice Plan gives an overview of how <strong>the</strong> YOT delivers youthjustice services in <strong>the</strong> Wessex area, includes a review of per<strong>for</strong>mance over <strong>the</strong> preceding year <strong>and</strong>sets targets <strong>for</strong> <strong>the</strong> coming year.Priorities <strong>for</strong> <strong>the</strong> YOT work<strong>for</strong>ce are:• All YOT staff will undertake SQUIFA training.• Any parent of a young person known to YOT will have <strong>the</strong> opportunity to attend aYOT parenting programme on a voluntary basis (or Court Order if so designated).• Joint working agreements between <strong>the</strong> young people treatment service <strong>and</strong>CAMHS, YOT <strong>and</strong> social care to support a reduction in alcohol <strong>and</strong> o<strong>the</strong>r substancemisuse by young people.• Time to deliver <strong>the</strong> LINX programme which is aimed at young people aged 12-18years who have escalating violent behaviour <strong>and</strong> or have problems engaging witho<strong>the</strong>rs <strong>and</strong> <strong>for</strong>ming positive relationships.13. How will we fund <strong>the</strong> <strong>Children</strong> <strong>and</strong> <strong>Young</strong> People’sWork<strong>for</strong>ce Strategy?Priorities 1 to 9 of <strong>the</strong> <strong>Children</strong> <strong>and</strong> <strong>Young</strong> People’s Plan will be delivered through partnersallocating resources in single agency work<strong>for</strong>ce strategies. In addition <strong>the</strong> government is investingin a range of initiatives that support its key priorities. Funding <strong>for</strong> some is known whilst <strong>for</strong> o<strong>the</strong>rs itis still subject to consultation <strong>and</strong> discussion.In ‘Building Brighter Futures: next steps <strong>for</strong> <strong>the</strong> <strong>Children</strong>’s Work<strong>for</strong>ce’, <strong>the</strong> government allocated<strong>the</strong> resources nationally:• £73m over <strong>the</strong> next three years to enhance <strong>the</strong> capacity <strong>and</strong> skills of social workers;• £305m in early years to provide greater graduate leadership of practice in <strong>the</strong> private,voluntary <strong>and</strong> independent sector;• £7.5m over three years to support <strong>the</strong> play work<strong>for</strong>ce; <strong>and</strong>Version 2.6 24
