2010- Workforce Strategy DraftSocial workSouthampton City Council knows the importance of a dynamic, well functioning children's socialwork service and is investing new resources to enable children's services to meet the needs of themost vulnerable children and families in the city. We will adopt best practice for the recruitment,induction and retention of social workers and their managers in line with the national Social WorkTaskforce recommendations.Our priorities for social work are:• Expand our Children in Need and Children in Care teams to ensure good practiceand manageable caseloads.• Link social workers to localities to enable integrated, joined up working.• Ensure good supervision, training and team support.• Continue to develop the social work induction programme.• Ensure access to the newly qualified social worker programme which includesprotected caseloads and additional reflective supervision.• Support a local return to social work scheme.Youth Offending TeamSouthampton is one of a number of local authorities covered by the Wessex Youth OffendingTeam (YOT). The annual Youth Justice Plan gives an overview of how the YOT delivers youthjustice services in the Wessex area, includes a review of performance over the preceding year andsets targets for the coming year.Priorities for the YOT workforce are:• All YOT staff will undertake SQUIFA training.• Any parent of a young person known to YOT will have the opportunity to attend aYOT parenting programme on a voluntary basis (or Court Order if so designated).• Joint working agreements between the young people treatment service andCAMHS, YOT and social care to support a reduction in alcohol and other substancemisuse by young people.• Time to deliver the LINX programme which is aimed at young people aged 12-18years who have escalating violent behaviour and or have problems engaging withothers and forming positive relationships.13. How will we fund the Children and Young People’sWorkforce Strategy?Priorities 1 to 9 of the Children and Young People’s Plan will be delivered through partnersallocating resources in single agency workforce strategies. In addition the government is investingin a range of initiatives that support its key priorities. Funding for some is known whilst for others itis still subject to consultation and discussion.In ‘Building Brighter Futures: next steps for the Children’s Workforce’, the government allocatedthe resources nationally:• £73m over the next three years to enhance the capacity and skills of social workers;• £305m in early years to provide greater graduate leadership of practice in the private,voluntary and independent sector;• £7.5m over three years to support the play workforce; andVersion 2.6 24
2010- Workforce Strategy Draft• £25m in priority areas to realise improvements across the youth workforce.In the ‘2020 Children and Young People’s Workforce Strategy’, the government identified thefollowing areas as being a priority. These areas should attract external funding:• a leadership development programme for current and aspiring Directors of Children’sServices, and senior and middle managers in Children’s Services;• supporting people in the workforce to develop the skills and behaviours they need to workeffectively in partnership with children, young people and parents and with each other;• ensuring that people in the workforce have the skills and knowledge they need to supportchildren who are particularly vulnerable;• developing a knowledge bank for the children and young people’s workforce, to ensure thatpractice, training and workforce development is firmly based on evidence about whatmakes the most difference;• a Continued Professional Development entitlement for every teacher, and teaching tobecome a Masters-level professionThe CWDC is supporting Southampton with a grant of £45,000 for each of the years 2009-10 and2010-11, to develop the self-evaluation of, and planning for, integrated working and workforcereform.A partnership arrangement has been entered into between Southampton City Council,Southampton Community Healthcare Trust, Southampton University Hospitals Trust andSouthampton Voluntary Services (supported by CWDC grant funding) to support a multi-agencypooled budget of £90,000 for multiagency learning and development. Non-contributing agenciesincur a daily delegate rate for attending training. The resource implications for the delivery ofpriority10 of the Children and Young People’s Plan and the associated actions are shown inAppendix 1.14. Delivering the strategy and monitoring progressThis section identifies the ways in which we will deliver our Workforce Strategy and monitorperformance against the priorities identified in section 12.1.The Workforce Strategy Group is responsible for the development, review and implementation ofthe strategy and will monitor progress in line with the Children and Young People’s Plan.It will be the responsibility of the Workforce Strategy Group to progress identified priorities. Thiswill include obtaining information from partners via the five Trust outcomes steering groups andcommissioning specific projects or pieces of work. Regular progress reports from the WorkforceStrategy Group will be submitted to the Children and Young People’s Trust.This strategy should be read in conjunction with the Children and Young People’s Plan 2010-2011action plan which identifies specific milestones relating to the workforce development activityneeded to deliver priorities one to nine of the Children and Young People’s Plan.Appended to this document is the Workforce Strategy Action Plan (Appendix 1). This delivery plansets out what actions we will take and when to address the priorities identified in priority 10 of theChildren and Young People’s Plan: To develop a children and young people’s workforce which issuitably qualified, skilled and motivated to implement the Children and Young People’s Plan.Version 2.6 25
