MP’s Message
My Dear Moulmein Residents
It is heartening that Singapore’s
economy has rebounded strongly.
In the first half of this year, the
economy grew by an impressive
18% over the equivalent period
of 2009. Our strong economic
performance has translated into
more job opportunities and better
wage prospects for Singaporeans.
The employers’ contribution to CPF
will also be increased starting in Sep
2010.
So there is cause for celebration.
Speaking of celebrations, thirteen
groups, representing many of
the diverse Indian community in
Singapore, came together for the
first time to celebrate the Indian New
Year at Little India and to showcase
their diverse culture and cuisine. The
CCC, Grassroots’ teams and the
Hindu Endowments Board helped
organize the joyous festivities.
This event was well attended by
Singaporeans and visitors. Such
events help to enhance community
b o n d i n g a n d i n t e r - c u l t u r a l
appreciation. Through such sharing
and coming together, we grow
stronger as a multi-racial nation.
On a more sombre note, several
areas in our constituency were
affected by the floods in June
and July. Recently, one hundred
of our residents had a 90 minute
dialogue with senior representatives
from PUB. PUB shared with us their
plan to improve drainage and the
various measures that Management
Committees and house owners can
take. They patiently addressed
many of the issues and questions
raised by residents. Overall, it was
useful and beneficial session.
Finally, even as Singapore’s
economy continues to grow, I am
mindful that there are residents who
still require some level of community
support. Hence, if you or anyone
you know requires assistance, please
do not hesitate to contact me
through the Moulmein website at
or at my
weekly Meet-the-People Session
every Monday night. In the past, we
had provided short term financial
aid and meal vouchers to needy
residents. We can join hands to
make our constituency an even
better home for all.
With best regards
www.moulmein.org.sg.

Para penduduk Moulmein yang dihormati
Ini menggembirakan bahawa ekonomi Singapura
telah kembali pulih dengan kuat. Pada tahun
semester pertama tahun ini, ekonomi tumbuh 18%
membanggakan selama tempoh yang sama dengan
tahun 2009. Prestasi ekonomi yang kuat telah
memberi kesempatan kerja dan propek yang lebih
baik untuk rakyat Singapura. Sumbangan Pengusaha
untuk CPF juga akan meningkat mulai Sep 2010.
Jadi ada alasan untuk berpesta. Bercakap tentang
berpesta, tiga belas kumpulan, mewakili pelbagai
masyarakat India di Singapura dating untuk pertama
kali bagi merayakan Tahun Baru India di Little India
dan untuk memaparkan pelbagai budaya dan
masakan. CCC, pasukan Akar Umbi dan Dewan
Wakaf Hindu telah membantu mengatur pesta
gembira ini.
Acara ini juga dihadiri oleh penduduk Singapura
dan pengunjung. Acara sedemikian membantu
Mereka begitu
sabar dengan pelbagai banyak masalah dan
pertanyaan yang diajukan oleh penduduk. Secara
keseluruhan, sesi ini sangat berguna dan bermanfaat.
Akhirnya walaupun ekonomi Singapura terus tumbuh,
saya menyedari bahawa ada penduduk yang masih
memerlukan beberapa tahap sokongan masyarakat.
anda tahu memerlukan bantuan, jangan ragu
untuk menghubungi saya melalui website Moulmein
di www.moulmein.org.sg atau mingguan Sesi saya
Meet-the People setiap hari Isnin malam. Di masa lalu,
kami telah memberikan bantuan kewangan jangka
pendek dan voucher makan untuk warga miskin. Kita
Salam Mesra
Selamat sejahtera,
Indian New Year
Celebrations in Little India
Hundreds of Moulmein residents and grassroot leaders joined MM Lee
Kuan Yew and the Indian community in celebrating the Indian New Year
on 17th April 2010. The inaugural New Year Celebration was organised
by the Hindu Endowments Board, Little India Shopkeepers’ and Heritage
Association and Moulmein CCC with participation from the following 12
organisations representing various Indian ethnic groups in Singapore:
Bengali Association of Singapore
Karnataka Vaibhava
Maharasthtra Mandal (Singapore)
Singai Tamil Sangam
Singapore Ceylon Tamil’s Association
Singapore Gujarati Society
Singapore Khalsa Association
Singapore Malayalee Association
Singapore Sindhi Association
Tamil Language and Cultural Society
Tamils Representative Council
The Singapore Telugu Cultural Society
It was a joyous occasion as the different ethnic groups came together in
celebration to showcase their unique traditions, music, dance and cuisine.
The two-day celebration brought many visitors to the Serangoon Road
Celebration venue to see an exhibition complete with a replica of an
Indian Village, food stalls with cuisine unique to each Indian sub-group
and stunning cultural performances.
The highlight of the celebration was the visit by MM Lee and other
Members of Parliament from Tanjong Pagar GRC - RADM (NS) Lui Tuck
Yew, Assoc. Prof. Koo Tsai Kee, Ms. Indranee Rajah, Mr. Baey Yam Keng
and Mr. Sam Tan Chin Siong.
MM Lee and his fellow MPs also commemorated the completion of ‘The
New Look’ Tekka Centre which recently had a $10.4 million facelift and
later attended a commissioning ceremony for the new ‘bubble lifts’ at
Blocks 661 to 664, Buffalo Road.

Moulmein Cheer-the-Flame
The Youth Olympic Games touched
down in Moulmein Constituency
on the morning of Friday 13th
August, with the Torch Relay passing
through Dunearn Road, Bukit Timah
Road and Serangoon Road.
More than two hundred residents
gathered at Tekka Centre for
the ‘Cheer-the -Flame’ event
specially organised by Moulmein
CCC to support the relay runners
- in particular our very own torchbearers
- Mr. Eddy Tan, member
of Moulmein CCC and Kent Ville
RC and Mr Eric Tan of Moulmein
Constituency Sports Club. They had
the honour of running one leg of the
relay as the flame passed through
Serangoon Road.
Organising Committee members
were the early-birds as they arrived
at 7.30 am to set up the registration
desk and the breakfast and goodiebag
stations. Very soon, more
participants streamed in: all decked
in their bright red ‘Moulmein YOG
Cheer Team’ tee-shirts.
H e l m i n g t h e m o r n i n g ’ s
entertainment programme was Ms
Rosemary Ang who led the Tanglin
CC Dance Club danzbuddies in the
early-morning line dance session -
the music started and soon the al
fresco dance floor was a flurry of
dance activities.
The time came for the cheer team
to ‘march on’ down the side-walk
to the junction of Bukit Timah and
Serangoon Roads to await the
arrival of the Torch Relay.
Suddenly, came two traffic police
officers on their motor-bikes round
the corner, and then we heard
them even before they appeared
round the bend - with music blaring
- two open-top buses with YOG
cheer-teams on board waving at
us. More buses appeared and the
crowd cheered and waved their
pom-poms.
Everyone was cheering like crazy,
looking out for our heroes, Eddy
and Eric. But where were they?
We saw a girl taking over the torch
instead. They had decided to make
a last-minute switch: Eric is now the
second runner and Eddy the 3rd
runner and they’ll take over the
torch further down the road.
Our congratulations to Eddy Tan and
Eric Tan for their successful Torch Relay
runs....we are proud of you.
We caught up as the second
runner, Eric Tan took over the
torch. We just managed to catch
up with the second and third
runners and thankfully some of us
still had the chance to cheer Eric
and Eddy on as their turns came
to savor the ‘once-in-a-lifetime’
experience of holding a Olympic
Flame and running in the Youth
Olympic Games Torch Relay - a
historic moment indeed !!
Goldhill Gardening Club
wins Top CIB Award
Members of Moulmein Goldhill NC
and its two-year-old Gardening
Club had a lot to cheer about
lately – they managed to come up
tops in the annual ‘Community In
Bloom’ Competition organized by
NParks. Goldhill NC competed in
the ‘Community Gardens in Private
Housing Estate’ category and they
won top prize – the Platinum Award!
For Goldhill Gardening Club
Chairman, Mr Fred Chong and his
many hardworking members, it was
really satisfying to have their hard
work recognized through such a
prestigious national competition
where the prize-giving was one
of the highlights at the Singapore
Garden Festival held at Suntec City
from 15th to 22nd July 2010.
The Goldhill Gardening Club also
participated in a big way in this
year’s Garden Festival – teaming up
with two other near-by gardening
groups to vie for the ‘Gardener’s Cup’ competition. The team presented
a theme garden called the ‘Peranakan Garden’. Their effort won them
another prize at the Garden Festival.
The Goldhill Gardening Club is one of several interest groups of the
Moulmein Goldhill NC. It was started in June 2008 to bring gardening
enthusiasts together through gardening activities. From the initial 30
founding members, the club has grown and now has well over a hundred
members. Together, they helped to transform a 10,000 sq ft plot of empty
state land in Goldhill Avenue into the beautiful prize-winning community
garden that it is today. The Goldhill Community Garden continues to attract
many residents from near and far and is popular with visiting school and
university groups.
Besides the Gardening interest group, Goldhill NC also has its very successful
Line Dance Club which will be celebrating its 11th Anniversary this year.
The Line Dance Club brings people together for 2 hours of music, dance
and fellowship every Friday night at Tanglin CC.
Also meeting at Tanglin CC is Goldhill NC’s ‘Ukulele Band & Sing-along
Club’ – the 20 band members meet every Friday night from 7 to 9 pm for
their regular jam session.
Around Our Neighbourhood
- The Moulmein ‘Bak Kut Teh’ Trial
The Balestier Road neighbourhood
in Moulmein Constituency is well
known for its many good food
outlets, most of all, for the many
famous ‘bak kut teh’ restaurants that
attract discerning diners from near
and far. The Moulmein News ‘makan
buddies’ recently went on a tour of
the Moulmein ‘Bak Kut Teh’ trial to
try out what’s on offer at each of
these outlets.
At the top of the heap must be ‘Ng
Ah Sio Pork Ribs Eating House’ at
No. 208 Rangoon Road or often just
called ‘Rangoon Road Bah Kut Teh’.
Just recently, the owners of this wellknown
outlet has decided to give
the restaurant a face-lift with better
décor, new lighting and ventilation.
It also went into a management
tie-up arrangement with the Jumbo
Restaurant Group.
On our recent visit there on a Sunday
morning – we arrived to find the place
packed to full capacity. We were
surprised to see the international mix
of the customer base - there were
Japanese, Koreans, Taiwanese, Thais
and the odd Caucasian. The staff
were all so busy rushing around and
it took some time for us to get a table
and place our orders.
When the food came, all were
forgiven when we dug into a most
delicious meal of succulent pork ribs,
very peppery ‘teo-chew’ style bah
kut teh soup, liver-and-kidney soup,
and braised preserved vegetable
and ‘youtiao’. Accompanying the
pork rib meal with ‘kung fu’ tea
seems to be a must there.
We thoroughly enjoyed the meal at
Ng Ah Sio – definitely one of the Best
in Singapore.
Over at Balestier Road, the Moulmein
‘makan buddies’ went to try out the
outlet known to have the longest
queue every night – the ‘Founder
Rou Go Cha’ at No. 347 Balestier.
So, on a Friday night the ‘makan
buddies’ turned up at the restaurant
to find the usual queue – a short
one though - as it was 10.00 pm
and way past its peak hours. We
finally got into the air-conditioned
restaurant to find its 20 tables all
filled with customers and were
shown to a table by the right-side
wall – and there’s something about
the restaurant’s walls. Every inch of
wall space is covered with colourful
photographs of owner Mr. Chua
Chwee Whatt posing with celebrities
from Singapore and overseas. – a
testimony to the great popularity the
outlet enjoys.
Our order was taken and the food
came quickly – we had the usual
pork rib soup, tau kee, preserved
vegetable and ‘youtaio’. The soup
was very clear in colour, it tasted
peppery but without the strong garlic
smell. It was clean-tasting with just
a light touch of the pork coming
through. The ribs were over-sized
ones, firm but tender – so tender we
had no problem cleaning them up to
bare bones. The ‘tau kee’ was good
– tasty, soft, juicy and easy to eat.
The preserved vegetables was found
to be average, nothing great. We
saw lots of braised pork trotters being
served at other table – must be good
too, unfortunately we did not have
any more stomach room for them.
All in all, a very good meal in a nice
cosy setting. Its no wonder why the
restaurant attracts a long queue
every night. Its definitely one of the
best – a hard fight with Ng Ah Sio at
Rangoon Road
Besides Founder Rou Go Cha, there
are 4 other good ‘bah kut teh’ shops
along Balestier Road – all worth a try
if you do not wish to wait for service
at the other two restaurants :
- ‘333 Bak Kut Teh’ at No. 325
- ‘S933 Teo Chew Style Bah Kut Teh’
at No. 333
- ‘Balestier Midnight Bak Kut Teh’ at
No. 365
- ‘Zhao Shi Bak Kut Teh’ at No. 395.
Rangoon Substation
SP PowerGrid, a member of Singapore Power Group, manages Singapore’s
electricity and gas transmission and distribution networks to deliver reliable and
efficient electricity supply to industrial, commercial and residential customers.
To cater for future anticipated demand for electricity, SP PowerGrid is developing
a substation at Rangoon Road at the site of the former Kuo Chuan Presbyterian
Secondary School. The substation will be a 3-storey building designed to
aesthetically blend in with the surrounding residential areas. Construction work
has started in July 2010. When completed in 2013, the Rangoon Substation will
serve the needs of residential and commercial customers in the vicinity and
south-central part of Singapore.
The relevant government agencies have been consulted to ensure that the
development of this substation complies fully with government land use guidelines.
The project has been awarded to Brilliant General Building Construction Pte
Ltd and the appointed Consultants are The Architects Circle Pte Ltd and Mott
