Three critical criteria — jurisdiction, ownership, and funding —dictate an incremental approach to implementing the 90 acre park.The site straddles two jurisdictions and is subject to their respective permitting processes. 47 acres, south of the existing farmhouse, lie in the City of Industry. The northern 43 acres are in unincorporated Los Angeles County. Proposed park features onthe southern half of the site are not consistent with current zoning regulations of the City of Industry. These will need to beamended before any park improvements can occur there. However, proposed park elements on the northern half of the siteare consistent with Los Angles County zoning regulations. Further, the WCA controls 57 acres—mainly in the north—of thepark’s 90 acres total. No park improvements are proposed in the short term on land that the WCA does not control.A realistic Phase 1 of this project will therefore be situated on the 43 acres in the north that are free of zoning changerequirements and are under the control of the WCA. Phase 2 will comprise the remaining 47 acres on the south,which can only be undertaken after further stakeholder outreach and partnerships.PhasingThe Duck Farmon the San Gabriel River
