Explanation: “Adequate distances” have to be defined in the respective moredetailed spatial planning documents on the base of appraisal of the existing flora,fauna and habitats (FFH).O1.3.3.3-5 The rehabilitation of devastated and/or polluted land as one of the instruments ofnatural heritage protection has to be further developed and applied by therespective authorities at national and local level.O1.3.3.3-6 In order to solve conflicts between natural heritage and development projects thefollowing will be provided:1. In nationally and internationally protected areas appliance of mechanisms forestimation of environmental impacts which will respect defined standards andnorms of natural heritage protection;2. Locations for big development capacities and projects (so called “largeinfrastructure” – roads, water pipelines, railroads, airports or airfields, landfills,water accumulations etc.) will be planned as a priority outside of protectedareas and particularly those of international importance;3. Rehabilitation of degraded and endangered environment.O1.3.3.3-7 The status of the existing protected natural areas has to be revised andestablishment of adequate national categories of protected areas is one of thesteps in measures of protection of natural heritage.O1.3.3.3-8 In accordance with the integration into the European Union, the decision should bemade on establishment of network of protected areas, based on the principles ofthe Directive on Birds and EU Directive on Habitats.Explanation: For the protection of species and habitats/eco-systems, the EuropeanUnion requests establishment of national network of protected areas of Europeansignificance NATURA 2000.O1.3.3.3-9 Areas of callow rocks and pasturages have to be dealt with as protected areas aslong as legally set spatial planning documentation is elaborated.Explanation: In Montenegro callow rocks and pasturage cover a considerable area.Often, these areas have unfavorable conditions for development. But some areasare already target areas for development efforts; some might be of interest in thefuture for example for tourism development. Any possible form of developmentmay endanger valuable habitats. So far, little if any accurate information has beenavailable on the actual status of bio-diversity. Only by providing a proper base it ispossible to determine the future use of those areas.O1.3.3.3-10 As for the National Parks, also for the management of Regional Parks andinternational protected areas (Boka Kotorska) it is necessary to definemanagement mechanisms within 3 years after adoption of this planO1.3.3.3-11 The actualization of red lists and the inventory of the bio-diversity have to becompleted and institutionalized, i.e. to be established and conducted as ongoingactivities.O1.3.3.3-12 Catchments areas of springs and water courses have to be treated as integratedprojects with necessary protection level. Details on the method of use andrestrictions have to be actualized by relevant sector planning documents andvalidated in terms of legislation.1.4 Starting points and principles of organization, development and use of spaceMontenegro is in the stage of transition, same as other countries from the similar politicalenvironment.
