Ex<strong>plan</strong>ation: “Adequate distances” have to be defined in the respective moredetailed spatial <strong>plan</strong>ning documents on the base <strong>of</strong> appraisal <strong>of</strong> the existing flora,fauna and habitats (FFH).O1.3.3.3-5 The rehabilitation <strong>of</strong> devastated and/or polluted land as one <strong>of</strong> the instruments <strong>of</strong>natural heritage protection has to be further developed and applied by therespective authorities at national and local level.O1.3.3.3-6 In order to solve conflicts between natural heritage and development projects thefollowing will be provided:1. In nationally and internationally protected areas appliance <strong>of</strong> mechanisms forestimation <strong>of</strong> environmental impacts which will respect defined standards andnorms <strong>of</strong> natural heritage protection;2. Locations for big development capacities and projects (so called “largeinfrastructure” – roads, water pipelines, railroads, airports or airfields, landfills,water accumulations etc.) will be <strong>plan</strong>ned as a priority outside <strong>of</strong> protectedareas and particularly those <strong>of</strong> international importance;3. Rehabilitation <strong>of</strong> degraded and endangered environment.O1.3.3.3-7 The status <strong>of</strong> the existing protected natural areas has to be revised andestablishment <strong>of</strong> adequate national categories <strong>of</strong> protected areas is one <strong>of</strong> thesteps in measures <strong>of</strong> protection <strong>of</strong> natural heritage.O1.3.3.3-8 In accordance with the integration into the European Union, the decision should bemade on establishment <strong>of</strong> network <strong>of</strong> protected areas, based on the principles <strong>of</strong>the Directive on Birds and EU Directive on Habitats.Ex<strong>plan</strong>ation: For the protection <strong>of</strong> species and habitats/eco-systems, the EuropeanUnion requests establishment <strong>of</strong> national network <strong>of</strong> protected areas <strong>of</strong> Europeansignificance NATURA 2000.O1.3.3.3-9 Areas <strong>of</strong> callow rocks and pasturages have to be dealt with as protected areas aslong as legally set spatial <strong>plan</strong>ning documentation is elaborated.Ex<strong>plan</strong>ation: In <strong>Montenegro</strong> callow rocks and pasturage cover a considerable area.Often, these areas have unfavorable conditions for development. But some areasare already target areas for development efforts; some might be <strong>of</strong> interest in thefuture for example for tourism development. Any possible form <strong>of</strong> developmentmay endanger valuable habitats. So far, little if any accurate information has beenavailable on the actual status <strong>of</strong> bio-diversity. Only by providing a proper base it ispossible to determine the future use <strong>of</strong> those areas.O1.3.3.3-10 As for the National Parks, also for the management <strong>of</strong> Regional Parks andinternational protected areas (Boka Kotorska) it is necessary to definemanagement mechanisms within 3 years after adoption <strong>of</strong> this <strong>plan</strong>O1.3.3.3-11 The actualization <strong>of</strong> red lists and the inventory <strong>of</strong> the bio-diversity have to becompleted and institutionalized, i.e. to be established and conducted as ongoingactivities.O1.3.3.3-12 Catchments areas <strong>of</strong> springs and water courses have to be treated as integratedprojects with necessary protection level. Details on the method <strong>of</strong> use andrestrictions have to be actualized by relevant sector <strong>plan</strong>ning documents andvalidated in terms <strong>of</strong> legislation.1.4 Starting points and principles <strong>of</strong> organization, development and use <strong>of</strong> space<strong>Montenegro</strong> is in the stage <strong>of</strong> transition, same as other countries from the similar politicalenvironment. In the large number <strong>of</strong> areas reforms have been implemented in order to115
