Grbalj with non-constructed areas for development <strong>of</strong> tourism, traditional agricultural production<strong>of</strong> Mediterranean type and sea fishing (C).Priorities <strong>of</strong> development: tourism, including specific type <strong>of</strong> health tourism in the area <strong>of</strong>Prcanj; functions <strong>of</strong> cultural and academic center with broader importance, as well as functions<strong>of</strong> service center; navigation and navigation economy, with technical improvements <strong>of</strong> the Port<strong>of</strong> Risan (passenger, tourist and limited traffic <strong>of</strong> goods) and the Port <strong>of</strong> Kotor (for passengerand tourism traffic) and their specialization (A); technologically highly specialized and safeindustry, intensive agricultural with orientation towards export (using vicinity <strong>of</strong> the airport Tivat)and wider tourist market <strong>of</strong> Grbalj field (B); tourism and specialized agriculture (C).Limitations: Limitation <strong>of</strong> housing, tourist and other construction that jeopardizes recognizablevalues <strong>of</strong> cultural – historical heritage and worth. Further limitation <strong>of</strong> development <strong>of</strong> industrialand processing functions, excluding local craft <strong>plan</strong>ts – small economy, limitation <strong>of</strong>development <strong>of</strong> the Port Risan and the Port Kotor to activities which are not endangeringelements <strong>of</strong> the environment (A). Limitation <strong>of</strong> urbanization in the industrial zone for allprograms, except <strong>of</strong> the industrial one (B). Limitation <strong>of</strong> housing construction – only for theneeds <strong>of</strong> agricultural producers, as well as prohibition <strong>of</strong> construction <strong>of</strong> houses for vacations(B). Limitation <strong>of</strong> construction <strong>of</strong> objects that can in any way endanger high value <strong>of</strong> natural andcultural landscape (C).Conflicts: In the whole sub-zone there is a general conflict between needs <strong>of</strong> development onone side, and protection <strong>of</strong> environment and natural and cultural landscape <strong>of</strong> Boka Kotorska onthe other, conflict between the needs <strong>of</strong> traffic and limitations <strong>of</strong> construction <strong>of</strong> mainconnections on one side and the landscape value <strong>of</strong> Boka Kotorska on the other.Through the previous development the following conflicts have been established between:intimacy <strong>of</strong> historical urban ensembles and needs for transit traffic; conflicts between uniquemixture <strong>of</strong> natural landscapes and land landscapes created through history on one side andmodern patterns <strong>of</strong> construction and architectonic/construction forms on the other; conflictbetween requests for protection <strong>of</strong> cultural-historical values (and forms) and modern functionaldemands; conflict between interest and emphasized wishes <strong>of</strong> private owners <strong>of</strong> the land andfacilities on one side, and broader social interests in the sense <strong>of</strong> proper management andmaintenance <strong>of</strong> the historical characteristics on the other; conflict between poor land quantityand needs (and ambitions) <strong>of</strong> development (A), conflict between airport and economyconstruction <strong>of</strong> infrastructure outside <strong>of</strong> the industrial zone, and especially along Adriatichighway and environmental protection (B). By the improper and mass construction <strong>of</strong> weekendhouses the recognizable development potential in tourism and agriculture <strong>of</strong> the picturesqueambient <strong>of</strong> village Donji Grbalj is directly endangered (C).Thresholds: Modernization and expansion <strong>of</strong> the complete urban system and development <strong>of</strong>priority functions depends on construction <strong>of</strong> a complex system for water supply and drainagesystem which directs wastewaters into the open sea. General threshold for spatial andfunctional development <strong>of</strong> all systems in Boka Kotorska reflects in the capacity <strong>of</strong> the existing162
