403530252015Share <strong>of</strong> the industry in creating DP inthe period 1952-2003105052 55 60 65 70 75 80 85 89 91 92 93 94 96 98 99 0 1 3Graphic 1 : Share <strong>of</strong> the industry in creating DP in the period 1952-2003The basic characteristics <strong>of</strong> structural changes in mining and industrial production are thefollowing:- According to the situation in 2002, extraction <strong>of</strong> mines is still predominant, productions <strong>of</strong>metal, aluminum and energy as well as the industry which represents the basis forexistence <strong>of</strong> population (production <strong>of</strong> food, beverages and tobacco)- A part <strong>of</strong> industrial activities, some <strong>of</strong> which played an important role in generatingincome (for example, production <strong>of</strong> machines and electrical devices, production <strong>of</strong> finalproducts in wood processing, textile industry etc.) is practically gone.- One remaining part <strong>of</strong> the industry was privatized or is about to be privatized (e.g. metalprocessing, production <strong>of</strong> leather and leather products, chemical industry etc.).During the significant fall during 1990s, industrial production was preserved mostly in the energyproduction and in processing industry, on the ground <strong>of</strong> domestic raw materials and for theneeds <strong>of</strong> domestic market.As one <strong>of</strong> the main features <strong>of</strong> negative movements in the period 1989-2003, export <strong>of</strong> theindustry was cut by half and in terms <strong>of</strong> structure the earlier level <strong>of</strong> diversification is lost.3.5.3.2 Agriculture, forestry and fisheryIn earlier base documents on agriculture development and in other strategic documents,agriculture was treated, together with tourism, as one <strong>of</strong> the priority directions <strong>of</strong> development.When <strong>plan</strong>ning for agriculture development, the starting point was its multifunctionalsignificance, i.e. the fact that agriculture has much bigger significance than food manufacturingand ensuring food supplies. Agriculture was supposed to play an important role in realisation <strong>of</strong>the two basic principles defined by the Constitution – <strong>Montenegro</strong> as a social-market economyand <strong>Montenegro</strong> as ecologic state.Despite the fact that there were significant social-political and system changes whichagricultural development benefited from, most <strong>of</strong> the proposals regarding agriculture in theprevious <strong>Spatial</strong> <strong>plan</strong> were not realised. It is useful to note, that the environment and theconditions in which the development took place, <strong>of</strong> agriculture as well as <strong>of</strong> the completeeconomy, were lot less favourable than it was expected. All these things contributed to keepingthe main characteristics <strong>of</strong> agriculture as a traditional low productivity sector.The main production subjects are a great number <strong>of</strong> private households. Within 60,043households (2003) there is approximately 96.3% <strong>of</strong> cultivable land and just as much <strong>of</strong> stock54
