widows, widowers andone parent familiesSection C: Widows, Widowers and One ParentFamiliesExpenditure and RecipientsExpenditure on Widows, Widowers and One Parent Families increased by 4.1% overall in 2009.The payment type in this programme group with both the largest expenditure and number of recipients is Widow/er’s (Contributory) Pension. At the end of 2009 there were 113,108 recipients (98,147 widows and 14,961widowers). Expenditure in 2009 was nearly €1,354 million which represented an increase of 4.2% over 2008.The number of recipients of Deserted Wife’s Benefit and Deserted Wife’s Allowance fell by 319 and 67 respectivelyduring 2009.Expenditure on One-Parent Family Payment increased by 5.1%, while the number of recipients rose by 2,644, anincrease of 3.0% on 2008.Notes: Scheme Changes and Comparability of Year-on-Year Data34In 2006 Age related pensions were replaced by State Pensions, with significant administrative alterations toseveral weekly payment types which had up to that point provided for people aged over 65. These alterations,implemented in stages following the introduction of the State Pensions, have resulted in substantial migrationsof recipients between scheme types, with accompanying changes in expenditure on these schemes. The mostsignificant transfers of recipients were those involving State Pension (Contributory), formerly known as Old AgePension (Contributory), and State Pension (Transition), formerly known as Retirement Pension.Recipients of Widow/er’s Pension, Deserted Wife’s Allowance, Blind Pension, One Parent Family Payment andPrisoner’s Wife’s Allowance have since 2006 been transferred to State Pension (Non-Contributory) upon reaching66 years of age, resulting in some decreases in recipients and expenditure on such schemes and concomitantincreases in recipients and expenditure on State Pension (Non-Contributory). Further alterations resulted inQualified Adults of a State Pension (Non-Contributory) aged over 66 qualifying for a pension in their own right,with recipients of Invalidity Pension aged 66 years or over being automatically transferred to State Pension(Contributory) on reaching that age threshold.A side-effect of these changes is the erosion of data comparability between 2006 and subsequent years in relationto recipients and expenditure on the affected schemes.<strong>Statistical</strong> <strong>Information</strong> on Social Welfare Services 2009
