supplementary welfare allowanceSecti<strong>on</strong> H: Supplementary <strong>Welfare</strong> AllowanceThis secti<strong>on</strong> relates to payments made under the Supplementary <strong>Welfare</strong> Allowance scheme and includes:• Basic Supplementary <strong>Welfare</strong> Allowance payments• Rent supplements and Mortgage Interest supplements• Other supplements• Excepti<strong>on</strong>al Needs Payments and Urgent Needs Payments• The Back to School Clothing and Footwear Allowance schemeExpenditure and Recip<strong>ie</strong>ntsExpenditure <strong>on</strong> Supplementary <strong>Welfare</strong> Allowance amounted to €970 milli<strong>on</strong> in <strong>2009</strong>. This represents anincrease of 20.6% <strong>on</strong> 2008. Expenditure <strong>on</strong> Rent Supplements rose by over €70 milli<strong>on</strong> in <strong>2009</strong>, an increase of15.9%. The number of recip<strong>ie</strong>nts of Rent Supplement at the end of <strong>2009</strong> was 93,030, an increase of 25.6% <strong>on</strong>2008.80Expenditure <strong>on</strong> Mortgage Interest Supplements increased by 120.0% to €60.9 milli<strong>on</strong>. The number of recip<strong>ie</strong>ntsat the end of <strong>2009</strong> increased to 14,716 an increase of 92.4%.In <strong>2009</strong>, a Back to School Clothing and Footwear Allowance was paid in respect of 277,713 children, anincrease of 77,467 <strong>on</strong> 2008. Expenditure <strong>on</strong> the scheme increased by 35.4% to €67.1 milli<strong>on</strong>.Net expenditure <strong>on</strong> Basic Supplementary <strong>Welfare</strong> Allowance payments in <strong>2009</strong> was €233.5 milli<strong>on</strong>, an increaseof 26.6% <strong>on</strong> 2008.
