Contents4. give timely instructions and guidance to subordinate <strong>of</strong>ficers on various matters.5. issue approval for publishing the information on the website (WINGS) relating to his wing.6. inspect major work sites and works which require his guidance or instruction, record thecomments in the work spot book and circulate the inspection note to all concerned for follow upaction7. have a proper assessment <strong>of</strong> the requirements <strong>of</strong> essential items <strong>of</strong> stores and to have themprocured, stocked and distributed according to necessity.8. allot funds under various heads as per budget allocation to the various divisions.9. ensure that works being tendered has sufficient fund allocation.10. exercise administrative, financial and technical powers delegated to him.11. see that the rules regarding accounting and financial control at various levels are properlyenforced12. prepare details for answering legislative assembly questions, submissions and budget speech forthe Government.13. have a system <strong>of</strong> monitoring the progress <strong>of</strong> work and the appropriate corrective steps whereverrequired.14. Before the commencement <strong>of</strong> a financial year, the Chief <strong>Engineers</strong> shall prepare a programme onall ongoing works and submit to Government.15. The Chief Engineer shall, without waiting for any notice or call from Public AccountsCommittee/Committee on Public Undertakings, submit explanatory notes on paragraphs andreviews included in Audit Reports, C & A G Reports indicating the action taken or proposed to betaken. This may be done within a period <strong>of</strong> two months <strong>of</strong> publication/presentation <strong>of</strong> reports inthe Legislature.16. submit monthly statements showing progress <strong>of</strong> clearance <strong>of</strong> audit objections to theAdministrative Department <strong>of</strong> the Secretariat and take necessary steps to clear such objectionsbefore the close <strong>of</strong> the Financial year17. designate a senior <strong>of</strong>ficer for ensuring prompt attention to audit objections and inspection reports18. periodically review and monitor the quality control system.19. accord sanction for investigation estimates according to powers delegated20. review progress <strong>of</strong> works in half yearly conferences. His observations shall be recorded in theminutes, which shall be forwarded to all subordinate <strong>of</strong>ficers21. allocate the maintenance fund to each Division at the start <strong>of</strong> every financial year by setting aparta portion <strong>of</strong> it as reserve for carrying out emergency works.22. scrutinize the details furnished in the budget estimates submitted by the Divisional /CircleOfficers and furnish proposals to government.23. approve the proposal for departmental execution and issue orders fixing the ceiling cost.24. report to Government on old curiosities, relics, coins, minerals and any other item <strong>of</strong>archaeological importance found on excavation any ancient masonry or other old work <strong>of</strong> interestbe opened up, or any religious edifice or relic be involved in removal or destruction in theexecution <strong>of</strong> a work25. participate in meetings <strong>of</strong> Government tender committee, Chief <strong>Engineers</strong>’ committee and Chief<strong>Engineers</strong>’ tender committee.In addition to the above, the Chief Engineer will also carry out such other functions assigned to him bygovernment by virtue <strong>of</strong> any Act or Rules.202.2 Chief Engineer Administration & Designs (CE(A&D))In addition to the duties and responsibilities prescribed under 202.1, the Chief Engineer(Administration & Design)hall be responsible for the efficient and effective functioning <strong>of</strong> the departmentand responsible for the administration <strong>of</strong> <strong>PWD</strong> in following.1. Convene Chief <strong>Engineers</strong>’ committee.2. finalize structural design.3. Vetting <strong>of</strong> environmental and social safe guards in all major projects.4. co-ordinate function <strong>of</strong> all wings <strong>of</strong> <strong>PWD</strong> such as Roads, Bridges, Buildings, National Highways andProjects and laison with government in all matters.5. CE(A&D) shall be responsible for all administrative and establishment matters <strong>of</strong> all employees <strong>of</strong><strong>PWD</strong>.14
