Every Assistant Executive Engineer, Quality Assurance, shall carry out minimum ten visits to worksevery month, <strong>of</strong> which at least one visits, shall be <strong>of</strong> maintenance works.2. Check the quality <strong>of</strong> materials used in the work.3. Carry out a systematic check on the field test carried out by the field staff during the course <strong>of</strong> thework.4. Provide guidance to the field staff in case <strong>of</strong> any problem relating to routine field tests.5. To guide in setting up laboratories at various stations/work sites.6. To review the quality & performance <strong>of</strong> new materials and techniques introduced in the Departmentfrom time to time on the basis <strong>of</strong> the field inspections.204.6.2 Joint Director, Project Preparation Unit and Social CellHe shall be responsible for the following1. Review <strong>of</strong> investigation works, investigation reports, SIA reports and feasibility.2. Review <strong>of</strong> interim report and DPR for the projects entrusted.3. Issue proper guidance to all the activities to subordinate <strong>of</strong>ficers.4. Any other duty assigned by the superior <strong>of</strong>ficers.204.6.3 Deputy Director, Project Preparation UnitHe shall be responsible for the following1. Check the preliminary and detailed investigation, Resettlement Action Plan (RAP) and LandAcquisition Plan (LA).2. Check the feasibility report.3. Check the interim report.4. Check the Detailed Project Report.5. Any other duties assigned by the superior <strong>of</strong>ficers.204.6.4 Assistant Director, Project Preparation UnitHe shall be responsible for the following1. Organize and conduct preliminary investigation for preparing feasibility report.2. Preparing feasibility and interim reports for the projects entrusted.3. Organize and conduct detailed investigation for preparing Detailed Project Report.4. Preparing DPR for projects entrusted.5. Any other duties assigned by the superior <strong>of</strong>ficers.204.6.5 Executive Engineer, EnvironmentIn addition to duties as per section 202.6 he shall be responsible for the following:1. Liaison with various wings <strong>of</strong> the department for the collection <strong>of</strong> information about projects.2. Study the projects and initiate the screening and scoping.3. Ensure the protection /prevention/minimization <strong>of</strong> air pollution, noise pollution, soil contaminationand water pollution.4. Protection <strong>of</strong> site <strong>of</strong> natural / cultural heritage.5. Optimum use <strong>of</strong> natural resources.6. Use or reuse or recycling <strong>of</strong> wastes generated during all stages <strong>of</strong> the project Execution.7. Protection <strong>of</strong> flora and fauna.8. Identify the requirements <strong>of</strong> environmental procedures to be followed and permission to be obtained.9. Arrange to prepare the Environmental Impact Assessment (EIA) and Environmental ManagementPlan (EMP), based on the requirement <strong>of</strong> permissions and sensitivity <strong>of</strong> the environment.10. Ensure that the EMP forms part <strong>of</strong> the contract document.11. Evaluation <strong>of</strong> the contractors’ past performance on the implementation <strong>of</strong> the EnvironmentalManagement aspects.12. Ensure that the cost <strong>of</strong> environmental works is included in the project cost.13. Oversee the implementation <strong>of</strong> the EMP during the execution.14. Oversee the implementation <strong>of</strong> the closure plans after the completion <strong>of</strong> the physical works15. Enhancement <strong>of</strong> the vacant land <strong>of</strong> the project by floriculture, horticulture, arboriculture etc..16. Recording <strong>of</strong> the good environmental practices.17. Conducting the induction and refresher training for <strong>Engineers</strong> and Contractors.18. Review contractor Environment and Social Impact Assessment (ESIA) Action plan.19. Review <strong>of</strong> Environmental and Social Factors (RESF), Environment and Social Management Plan.20. Verify the project report and to see that the environmental aspects are included before issuing TS.34
