School in the District of <strong>Ashdown</strong> Park it is proposed that the Lord, with the consent of the Conserva<strong>to</strong>rs andCommoners should grant about an acre of the <strong>Forest</strong> situate a little <strong>to</strong> the south west of the Ridge at Hartfield, forthe purpose, and a plan of the proposed site which accompanied the letter is put before the Board. The Clerk statesthat he has pointed out <strong>to</strong> Mr. Husey-Hunt that Sec. 36 of the Commons Act 1876 enacts that where a ProvisionalOrder for Regulation of a Common has been confirmed by Parliament then subject <strong>to</strong> and without prejudice <strong>to</strong> theProvisions of that Order no part of the Common shall be enclosed without the sanction of Parliament subsequentlyobtained; also that the Provisional Order contains no provision authorising the granting of any part of theCommon for a school site, and he is unable <strong>to</strong> find any Act of Parliament passed subsequent <strong>to</strong> the ConfirmationAct which permits any part of the <strong>Forest</strong> being enclosed for the purpose. Mr. Husey-Hunt states that the Clerk <strong>to</strong>the County Council is making enquiry whether any Statute overrides the Provisions of the above Section and it isResolved that the considerations of the matter stand over <strong>to</strong> await the result of the County Council Clerk’senquiries.Telephone lines at <strong>Forest</strong> RowThe Clerk reports that, after the last ordinary meeting he wrote <strong>to</strong> Mrs. Beach, as directed by the Board, and shereplied on the 24th Oc<strong>to</strong>ber last that the suggestion of carrying the telephone wires underground would not meetthe case, as she particularly referred <strong>to</strong> the Au<strong>to</strong>mobile Association wires which cross the common at a <strong>to</strong>tallydifferent angle, and suggesting that in view of the rapid development of the telephone the Conserva<strong>to</strong>rs shouldconsider the advisability of locating the system on the lowest road.Mr. Martin states that on the return of Mr. Freshfield from Japan in a few days the <strong>Forest</strong> Row Committee will goin<strong>to</strong> the whole question of the telephone poles and wires on the <strong>Forest</strong> at <strong>Forest</strong> Row with the Post OfficeAuthorities, and will make a report <strong>to</strong> the Board.Mrs. Henley fenceThe Clerk reads a reply dated the 27th Oc<strong>to</strong>ber last from Mrs. Henley stating that as there are rails at the <strong>to</strong>p andbot<strong>to</strong>m of her fence she fails <strong>to</strong> see what objection there can be <strong>to</strong> a third rail in the middle but that as her leaseterminates next year it does not concern her very much as the roads on the <strong>Forest</strong> <strong>to</strong> her house are so bad she doesnot think it possible she can continue there, but that she will preserve the Clerk’s letter in case a bad accident occursat Querndon.Ladies Golf ClubAn application is read from the Ladies Golf Club of <strong>Forest</strong> Row desiring permission <strong>to</strong> alter their links as regards 3holes. It is Resolved that the application be referred <strong>to</strong> the <strong>Forest</strong> Row Committee with power <strong>to</strong> act.East Grinstead Gas Co. extension of gas mainThe Clerk reports that he has received notice from the East Grinstead Gas & Water Co. of their intention <strong>to</strong> extendtheir gas mains and service pipes at <strong>Forest</strong> Row in accordance with the licence granted <strong>to</strong> them.Mrs. Emma Reed driving over <strong>Forest</strong>A letter dated 4th inst from the Secretary of R.A.F. Golf Club is read complaining of fresh tracks being made byMr. Reed on the <strong>Forest</strong> at the 5th hole, and that Mr. Reed recently deliberately drove over the golf balls belonging<strong>to</strong> 2 of their members which were lying in the road, and that he has also been seen driving down the path <strong>to</strong> the2nd hole near the edge bounding Shalesbrook, that these tracks are a great inconvenience <strong>to</strong> the members, and theCommittee would be glad if the Conserva<strong>to</strong>rs would take steps <strong>to</strong> s<strong>to</strong>p Mr. Reed.Mr. Martin explains that Reed is making new tracks over the golf course leading <strong>to</strong> the 5th green, and thereby doingvery great damage <strong>to</strong> the course at this point.It is Resolved that the <strong>Forest</strong> Row Committee be requested <strong>to</strong> investigate the matter and report <strong>to</strong> the Board with aview <strong>to</strong> legal proceedings being taken if necessary.Audit Committee reportThe Audit Committee appointed at the last meeting present the following report, which is read, and it is Resolvedthat it be received and entered on the minutes viz:-4<strong>Ashdown</strong> <strong>Forest</strong> <strong>His<strong>to</strong>rical</strong> <strong>Minute</strong> <strong>Book</strong>
