3EntrepreneurThe Company is in the process of defining it own CCS demonstrationproject. The Board has recently approved plans for a medium scale capturefacility, provided that additional funds from national and European governmentswill be supplied. Not only because that would make the business casecomplete but also because government commitment shows legitimacy. Inthis phase the Company is already having exploratory discussion with thelocal authorities of possible locations. Rotterdam is one of the possiblelocations. The CEO gets the memo two weeks after the announcement.CHAPTER“Through thelooking-glass”The entrepreneurIntroduction … some brief introduction to the Dutch policy on CCS… position of Rotterdam in that policy is excellent, mainly due tothe political influence of Mr Lubbers (the former Prime Minister andnow the CCS advocate for Rotterdam) and Mr Opstelten the Mayorof Rotterdam … policy-makers have assessed that there is a needfor a public private platform to advise the Ministers … that platformgot the name of National Taskforce CCS and high level representativesfrom industry, regional governments, NGOs and knowledgeinstitutes are member.Opportunities for the Company (tactical; strategically) … ourassessment is that this will be a normal Dutch kind of committee or“conversation group” … not really where the action will take place …but they will influence Dutch policy on CCS … so we need to have aline with the industry representative closest to us: probably Mr VanLoon of Electrabel … also good sign that both CCS relevant regionsare in the Taskforce at high level … makes the development of theRotterdam CCS Hub even more important and feasible … for ourcase development in Rotterdam it is thus very wise to also get incontact with Mr Lubbers … he seems to be or become thepivot for CCS policy in the Netherlands.Overall Company judgment … the Taskforce and theparticipation of Rotterdam in that institute has somepositive value for the development of Rotterdam as apossibly preferred location … the Taskforce has alsoindustrial high level members, so they will keep thebalance and the outcome will hopefully be CCS projectfriendly … but too much attention is drawn to this groupthat in essence is a “conversation group” … the Companyneeds to focus on organising a practical project.No real action is undertaken. The CEO asks her secretary to put the namesof the Taskforce members in her Blackberry. You never know when you meetthem.Network organiserThe CCSWeb manager did not take office until early 2009. So he did nothave the chance to be present at the press conference. The development inhis region in April 2008 was already a little bit advanced; there have beenpolitical discussions and some answers phrased on the challenges in thedomain of climate change and energy. But there was no sign, yet, of adedicated CCS network or Hub project. Suppose he did have to write a memo32
3CHAPTER“Through thelooking-glass”The network organiseron this event to his Board in 2010: what would he write? The tone of thememo would very likely be:Introduction … Rotterdam started a similar approach for CCS as wedo … in 2008 they were more advanced than we are now (=2010) …the Dutch policy etc. … The Taskforce etc. … Mr Lubbers of Rotterdamis member of the Taskforce.Assessment … in our country the CCS policy framework is prettyundeveloped and fragile … I think such a Taskforce would be a goodidea for our country as well, since it will structure the discussionand express commitment … would be good to take that issue on ouradvocacy agenda towards national government … the chairman ofour Board must become a member of that new Taskforce … Rotterdamplayed the game pretty well … I assume it was not evident thatthe regions would be part of the Taskforce and that some politicalpressure was needed to get them in … now that they are in they willhave a large influence on the national policy.Regional opportunities and threats … for our region and ourproject the main focus with regards to national policy was in 2008and is still now in 2010: increase the stability of the national policy… the rest will be a result from that (more budget, larger commitment)… it may help to stabilise the policy situation when therewould be some kind of broad, high level and autonomous group ofadvisers.Organisational impact (manpower; time; finance) … we need to beready to pay the time the chairman of the Board has to spend onthis job and we need to prepare and participate at theshop floor level as well … I am not sure what that will bein budget terms but it will be more than 25.000 and lessthan 100.000 Euros per year.Overall Network judgment … the constitution ofa Taskforce in our country would be advantageousfor our project … it would bring both more stabilityand more connection to national policy … the Board isadvised to define an advocacy approach to get such aTaskforce established.After a short discussion in the Board, the CCSWeb manager was assigned tocreate and perform the advocacy approach as defined.33
