3CHAPTER“Through thelooking-glass”The entrepreneurThe DG plans an immediate internal meeting with all those involved in theCCS policy plan and with some of his strategic advisers. There is a longdiscussion on the legitimacy of the intervention, but finally they all agreethat the DG has to push his equivalent DG in the Netherlands on the factthat parties in Rotterdam should seek cooperation with the only CCS projectapplicant of the Country. The DG phones his colleague directly after themeeting.EntrepreneurThe Company had finished its FEED study in time and has applied for theNER300 in the UK, the country where XY is located. The CEO gets thismemo from the CCS demonstration project leader the day after the deadlinefor the project application in the member states.Introduction … next to us 18 companies applied for NER300support in Europe, two of them in Rotterdam.Assessment … the projects in Rotterdam are very different from ourproject but our first impression is that they have the same qualitylevel as our proposal … there are three really competing projectsbecause they more or less have the same technology as we have:the Vattenfall/Nuon project in the northern part of the Netherlandsand two in the UK … I think this is a good result, not only for CCS ingeneral but the prospects for our project are good.Opportunities for the Company (tactical; strategically) … I am notsure how the process is going to proceed; the terms and dates of theNER300 are pretty clear and I guess the UK is going to send allnational applications to the European Commission; but what is notclear is the follow-up … that is a strong point in the RCI, they chosea community approach, including both the government and theindustry … my main worry is the availability of storage (in time andin a commercial sense) and the long lead times for pipeline construction… when the tender procedure is finished in 2012, the worldand Europe can look different from today and I assume the EuropeanCommission gives us room to negotiate with respect to thatconditions … what we do need to influence in between is progress onthe side of infrastructure and storage … and there I see a largeopportunity for the cooperation of XY and Rotterdam … togetherthey can achieve much more than both on their own and maybethey should explore a shared pipeline network on the North Seaalready pretty soon … due to our exploratory work in Rotterdambeforehand, we could offer to help build that bridge between XY andRotterdam and also to support expertise to that cooperation.Financial considerations … the success of the applicationand its realisation not only depends on the selectionprocedure at the European Investment Bank, but also onthe availability of matching funds on the side of the UKgovernment … I have confidence in the commitment andthe willingness of the CCS team at the national government,but I do not think that the political leaders of thisgovernment see CCS as a very high priority and thevariation of possible policy instruments coming up and48
