Executive SummaryExecutiveSummaryThe Rotterdam Climate Initiative (RCI) is working hard to realise CarbonCapture and Storage (CCS) in the Rotterdam area. CCS activities in Rotterdamcommenced in 2006 and until now more than 18 major companieshave cooperated to provide feasibility level engineering studies for CO2capture projects and a CCS infrastructure network. The Rotterdam approachappears to be effective. Domestically and internationally, people haveexpressed interest in the Rotterdam approach and why the RCI is so successfulin promoting the development and deployment of CCS.In 2010 RCI decided to carry out a case study in which the practical experienceof the four-year-old Rotterdam CCS project was central. The Global CCSInstitute (=the Institute) was interested in the results and decided to supportthe case study financially. RCI and the Institute formulated the followingmain research question: What can we learn from the Rotterdam CCS project?Furthermore, they articulated two subsequent objectives: (i) to discover thelessons useful for supporting new CCS projects around the globe and (ii) toimprove the Rotterdam CCS project itself.The case study itself resulted in a lot of products and processes. Productsare (interim) reports on certain activities and presentations on lessonslearnt. Processes are, for instance, the workshops in which the project teamhad a (bidirectional) exchange of lessons learnt in some places around theglobe (UK, Australia, South-Korea and Japan).This is the final report of the case study. It focuses on four issues:1. An understandable storyline - In chapter 2 we give a brief recap of allthe relevant events of the Rotterdam CCS approach.2. Extended (new and original) analysis - The multifaceted analysis inchapter 3 from four outside stakeholders will give you a more colourfulview of the strengths and weaknesses of the Rotterdam approach. Thestakeholder views that we have chosen are the politician, the policy-maker,the entrepreneur and the (CCS) network organiser. From each view youget opinions and impressions about what happened in Rotterdam.3. Cookbook for new CCS project initiators - In chapter 4 we havetranslated the lessons learnt from Rotterdam to a guideline for startingproject leaders. The guideline focuses on building commitment, onorganising a cluster project, on getting storage available and on thesubject of communication and advocacy.4. Discussion on the ‘ins and outs’ of the case study - In chapter 5 wereflect on more than a year of interesting work (somewhat less than3000 hours of labour). The discussion focuses on the theory used and itsapplication, on the results of the present case study and on the workshopsand knowledge sharing. The chapter is completed with recommendationfor further work.Although this report marks the end of the current case study, we hope thatthis report and its possible follow-up activities will be of help to support andimprove the development of CCS around the world. The case study hasproved that Rotterdam is a good resort to find interesting conclusions,useful for Rotterdam itself but also for the rest of the world.4
1CHAPTERIntroduction1. Introduction1.1. Rotterdam Climate InitiativeRotterdam is responsible for sixteen percent of carbon dioxide (CO 2) emissionsin the Netherlands. As an international port with a large CO 2intensiveindustrial sector, which is set to grow over the coming years, Rotterdam isacutely aware of its responsibility to act on the climate change issues it isfacing.
