3CHAPTER“Through thelooking-glass”The network organiserThe CEO has a short conversation with the project manager and orders himto prepare the proposal.Network organiserSince the contacts between CCSWeb and Rotterdam after the 3rd CCS reportwas published, a close cooperation between both regions has started. TheCCSWeb manager has recently finalised his first year report to the Board.The project is on schedule but there are worries about safeguarding thecommitment of industry and politicians due to the crisis and the lack ofattention for climate change. The manager has been to the Global CCSInstitute Members’ Meeting in Kyoto and had a detailed talk with theRotterdam delegation. Nevertheless, the manager sends his memo to theBoard two weeks after meeting due to other priorities.Introduction … report on the Global CCS Institute Members’ Meeting.Assessment … first members’ meeting where CCSWeb (=I) waspresent … nice audience and interesting presentations; the presentationI delivered on the CCSWeb project was well received … no realother highlights … I had good follow-up discussion on our cooperationwith the Rotterdam delegation and we also discussed theirfunding agreement with the Global CCS Institute … in Rotterdam(like here in our region) there was also a lot of grumbling andmurmuring about the impact of the economic crisis … usefulmeeting even though the trip was long.Regional opportunities and threats … as a result of the discussionwith Rotterdam, I perceive opportunities for CCSWeb to have an ownfunding agreement with the Global CCS Institute; maybe for acombined project with Rotterdam on infrastructure developmentand storage assessment … from the noises in the corridors I havedrawn the conclusion that we are not the only region that is burdenedwith distractions of the crisis; especially the project in anearly stage of development (like CCSWeb) are more afraid ofretreating movements from politicians (and captains of industry)with respect to investments in climate mitigations technologies likeCCS, biomass, solar and wind … the more advanced projects likeRotterdam have less fears because of the magnitude of the alreadyexisting financial commitments and the very likely impacts of theloss of face that cancellation of these projects would have: politicaldamage as well as damage to the public license to operate of thecompanies … we are not in that position thus there is a large risk forCCSWeb to be explored.Organisational impact (manpower; time; finance) …we need to explore two things … (1) how to minimise therisks of the impacts of the crisis … (2) how to achieve afunding agreement with the Global CCS Instituteto help us implement the CCSWeb project … thesecond can be of help for the first, it at leastresults in obtaining external funds and that is always astrong asset in times of crisis; it also could help to tacklesome of the uncertainties and risks … if the agreementwith the Global CCS Institute could be in cooperation44
