3CHAPTER“Through thelooking-glass”The policy-maker (cont.)CCS (not new but gives me confidence we did our job properly).Direct own policy opportunities and threats (innovation; energysecurity; climate change) … the opportunities for us are manifold… a good translation of approach and results of Rotterdam to theCountry context could help to support our policy plan in the discussionsthat are now going on … also some elements could be usedduring the implementation of the policy plan (assessment model forinfrastructure plans; the LoC approach; the use of a third partyvalidation of data) … especially the LoC with E.On and Electrabelwas very important … also some worries: the costs results arehigher than the ones we use in the policy plan; these data can beused against our case … we need to have good answers to why thecost figures differ from our data and why this is not a problem … acost data memo will be made this week .. the developments inBarendrecht are a bit worrying and should be followed carefully.Support other departments … it is helpful to inform the otherdepartments about this report after we have completed the costdata memo … memo and report could support our position.Support in Parliament … it might be wise to have a discussion withthe Minister whether he wants to write a separate letter to Parliamentto present the Rotterdam report … the cost data memo wouldbe the basis for this letter.Overall Policy judgment … the annual reports of Rotterdam on CCSget better and better … we can use the Rotterdam example inParliament to show that our own CCS policy plan is relevant,credible and feasible.The DG is very pleased with the memo and uses the Rotterdam case duringhis conversation with the Minister. The Minister is also pleased with thepromising support from the Rotterdam report and decides to present thereport to Parliament with an explaining letter. The uncertainty and change incosts will be looked into in more detail. Until then it has no real effect on theprocess, but it is monitored carefully. Also the developments in Barendrechtare followed with great interest.36
3CHAPTER“Through thelooking-glass”The entrepreneurEntrepreneurThe choice for the location for the CCS demonstration project of theCompany has been narrowed to Rotterdam and XY. The project team of theCompany is preparing to file a request for proposals for the FEED study. TheCEO receives the memo two days after the presentation of the report.Introduction … Rotterdam presented it 3rd annual report on CCS …main issues: costs of capture technology validated and detailed andimproved business case for pipelines.Assessment … this report and the preparation activities are veryhelpful in evaluating our location choice … the capture data give anexcellent view on where the other companies are and I think we areon the right track, our cost figures are on the low side of the spectrum… another very good move of the RCI team is to organise thirdparty validation of the data; the data have become credible andmust be convincing enough for the main external financial supportersfor the demonstration phase, the national government and theEuropean Commission; very clever action … the business case forthe pipeline transport is now really solid; I have had some conversationwith some persons involved in the development of the businesscase and this time they have done all the engineering as detailed asnecessary to be within 20% accuracy; fair enough for this stage …the downside is that the business case confirms the high end costsdata of the less detailed study last year; the upside is that the costshave not gone up again, so there is some stability in results here …what is also striking from the infrastructure case is that the tariff orthe cost do not really decrease when the transport volume increasesto high volumes … I have had some conversations with our seniorpipeline experts and they say that this could be true but at thesame time they guess that when we would combine the developmentof the capture plant with own development of the infrastructurewe would very likely come to a much cheaper solution… I havenow added own infrastructure development to the tasks of the FEEDstudy team.Opportunities for the Company (tactical; strategically) …Rotterdam has proven again that they are a credible partner forCCS project initiators … the support they give is relevant anduseful … this 3rd report shows that Rotterdam is the mostadvanced CCS region in the world; so the choice for the Companyto go to Rotterdam with its demonstration project is very appropriate… there is only one worry; the cooperation between E.ONand Electrabel (both strong competitors of the Company)and especially the extreme visibility of E.ON in this regioncould be an argument against choosing for this region;as are the sentiments around coal fired power stationsin the Netherlands and Rotterdam and the recentturmoil around the Shell project for CO 2storage inBarendrecht … what we do not want is a public debateon the necessity of our power station and what we alsodo not want is to become part of a public “beautycontest” in which we have to prove that we are betterand cleaner than for instance E.ON … both types of37
