3CHAPTER“Through <strong>the</strong>looking-glass”The policy-maker (cont.)<strong>CCS</strong> (not new but gives me confidence we did our job properly).Direct own policy opportunities and threats (innovation; energysecurity; climate change) … <strong>the</strong> opportunities for us are manifold… a good translation of approach and results of Rotterdam to <strong>the</strong>Country context could help to support our policy plan in <strong>the</strong> discussionsthat are now going on … also some elements could be usedduring <strong>the</strong> implementation of <strong>the</strong> policy plan (assessment model forinfrastructure plans; <strong>the</strong> LoC approach; <strong>the</strong> use of a third partyvalidation of data) … especially <strong>the</strong> LoC with E.On and Electrabelwas very important … also some worries: <strong>the</strong> costs results arehigher than <strong>the</strong> ones we use in <strong>the</strong> policy plan; <strong>the</strong>se data can beused against our case … we need to have good answers to why <strong>the</strong>cost figures differ from our data and why this is not a problem … acost data memo will be made this week .. <strong>the</strong> developments inBarendrecht are a bit worrying and should be followed carefully.Support o<strong>the</strong>r departments … it is helpful to inform <strong>the</strong> o<strong>the</strong>rdepartments about this <strong>report</strong> after we have completed <strong>the</strong> costdata memo … memo and <strong>report</strong> could support our position.Support in Parliament … it might be wise to have a discussion with<strong>the</strong> Minister whe<strong>the</strong>r he wants to write a separate letter to Parliamentto present <strong>the</strong> Rotterdam <strong>report</strong> … <strong>the</strong> cost data memo wouldbe <strong>the</strong> basis for this letter.Overall Policy judgment … <strong>the</strong> annual <strong>report</strong>s of Rotterdam on <strong>CCS</strong>get better and better … we can use <strong>the</strong> Rotterdam example inParliament to show that our own <strong>CCS</strong> policy plan is relevant,credible and feasible.The DG is very pleased with <strong>the</strong> memo and uses <strong>the</strong> Rotterdam case duringhis conversation with <strong>the</strong> Minister. The Minister is also pleased with <strong>the</strong>promising support from <strong>the</strong> Rotterdam <strong>report</strong> and decides to present <strong>the</strong><strong>report</strong> to Parliament with an explaining letter. The uncertainty and change incosts will be looked into in more detail. Until <strong>the</strong>n it has no real effect on <strong>the</strong>process, but it is monitored carefully. Also <strong>the</strong> developments in Barendrechtare followed with great interest.36
