Medinat al-Salaam is <strong>the</strong> mightiest <strong>of</strong> <strong>the</strong>those left. Within <strong>the</strong> open sands only ruins can<strong>no</strong>w be found, half-buried in sand and longforgotten memories. One sees most <strong>of</strong> <strong>the</strong>remaining cities <strong>of</strong> <strong>the</strong> Senpet on <strong>the</strong> riverbanks, and <strong>of</strong> course those small outlying communities<strong>of</strong> <strong>the</strong> Sultanate are also upon <strong>the</strong> river. The cities <strong>of</strong> <strong>the</strong> Ivory Kingdoms dot <strong>the</strong>ir landsnear <strong>the</strong> coastal areas and river ways, leavingmuch <strong>of</strong> <strong>the</strong> land untamed.EtiquetteLike <strong>the</strong> distant land <strong>of</strong> Rokugan, <strong>the</strong> people <strong>of</strong><strong>the</strong> <strong>Burning</strong> <strong>Sands</strong> value etiquette highly. Menare cordial to o<strong>the</strong>r men and extremely polite toall women, regardless <strong>of</strong> <strong>the</strong>ir station. The onlytime a man is <strong>no</strong>t cordial is if <strong>the</strong> person hasslighted <strong>the</strong>m in some form or a<strong>no</strong><strong>the</strong>r andvendetta has been enacted.VendettaIf a man causes a slight to a<strong>no</strong><strong>the</strong>r man <strong>the</strong>nVendetta can be called. Vendetta was oncemerely a name given to <strong>the</strong> act <strong>of</strong> killing onewho insulted you or something you owned. Over<strong>the</strong> years <strong>the</strong> tenants <strong>of</strong> <strong>the</strong> custom hasblossomed into a whole code <strong>of</strong> conduct. It is perhaps <strong>the</strong> most bizarre yet gentlemanlycode <strong>of</strong> conduct ever created by any culture.Within <strong>the</strong> <strong>Burning</strong> <strong>Sands</strong> it is perfectly legal fora man to enact <strong>the</strong> Code <strong>of</strong> Vendetta upona<strong>no</strong><strong>the</strong>r man who has insulted him in some way. This can vary from killing members <strong>of</strong> hisfamily, to stealing, to looking at his wife <strong>the</strong>wrong way. Vendetta can only be called upon bya man <strong>of</strong> <strong>no</strong>ble birth against a<strong>no</strong><strong>the</strong>r <strong>of</strong> <strong>no</strong>blecaste. Calling it upon one <strong>of</strong> lower caste isconsidered to be an act <strong>of</strong> a coward andbarbarian. The peasants <strong>of</strong> <strong>the</strong> <strong>Burning</strong> <strong>Sands</strong> aresaid to have <strong>the</strong>ir own version <strong>of</strong> <strong>the</strong> Code <strong>of</strong>Vendetta but it in <strong>no</strong> way compares with <strong>the</strong><strong>no</strong>ble one. When Vendetta is called for, <strong>the</strong> slighted manmust approach a neutral party and tell him hiscase. The neutral party <strong>the</strong>n calls upon <strong>the</strong><strong>of</strong>fender and discusses it with him. He <strong>the</strong>n has<strong>the</strong> two meet with him for c<strong>of</strong>fee and dates at hishouse. He tries to settle <strong>the</strong> matter with words, for to call upon Vendetta will surely result in <strong>the</strong>death <strong>of</strong> one <strong>of</strong> <strong>the</strong> two men. Once it has beendecided that Vendetta must be enacted <strong>the</strong>neutral party acts as judge for <strong>the</strong> coming events. The slighted party has <strong>the</strong> right to call uponassassins, warriors, traders and o<strong>the</strong>r people toei<strong>the</strong>r financially and/or physically kill his<strong>of</strong>fender. The <strong>of</strong>fender has <strong>the</strong> right to defendhimself in <strong>the</strong> same manner. Some Vendetta lastmere hours, while some have lasted decades, <strong>the</strong>respective houses feuding against each o<strong>the</strong>r in anever ending war over long forgotten insults. It should be <strong>no</strong>ted that Vendetta used to beunique among <strong>the</strong> Sultanate. In today's times, <strong>the</strong>Code <strong>of</strong> Vendetta is used by any who live within<strong>the</strong> Jewel <strong>of</strong> <strong>the</strong> Desert, be <strong>the</strong>y <strong>of</strong> <strong>the</strong> Sultanate,Senpet or even outsiders such as <strong>the</strong> Ra'Shari,Moto or Ivory Kingdom. The Vendetta is <strong>no</strong>t actively practised in anyo<strong>the</strong>r <strong>of</strong> <strong>the</strong> cultures <strong>of</strong> <strong>the</strong> <strong>Burning</strong> <strong>Sands</strong> and itis considered bad form to take ones Vendettaoutside Medinat al-Salaam and to o<strong>the</strong>r cities andkingdoms. As such, <strong>the</strong> <strong>of</strong>fending party in a case<strong>of</strong> Vendetta can flee <strong>the</strong> city for a<strong>no</strong><strong>the</strong>r land andbe safe till he decides to return. This is <strong>of</strong>ten done in order for an <strong>of</strong>fender toprepare for <strong>the</strong> coming hostilities by <strong>the</strong> slightedparty.PoliticsWithin <strong>the</strong> society <strong>of</strong> <strong>the</strong> <strong>Burning</strong> <strong>Sands</strong>, politicsdo play a great part <strong>of</strong> life. From <strong>the</strong> negotiationsbetween <strong>the</strong> Caliph and <strong>the</strong> Senpet to <strong>the</strong> Motodealings with <strong>the</strong> Ra'shari about trade routes, <strong>the</strong>cultures <strong>of</strong> <strong>the</strong> <strong>Burning</strong> <strong>Sands</strong> constantly dealwith <strong>the</strong>ir counterparts in an attempt to better<strong>the</strong>ir own lives. The Senpet seek to find a newhome for <strong>the</strong>ir people, k<strong>no</strong>wing that <strong>the</strong> desertwill soon devour <strong>the</strong>ir cities forever. The Motoraid all that come within <strong>the</strong>ir sight. As for <strong>the</strong>Caliphs political agenda, <strong>no</strong> one can tell, but itwill serve her purposes in <strong>the</strong> end.21<strong>Legend</strong> <strong>of</strong> <strong>the</strong> Five Rings Fan Book
