However, at one school only 100of the 3,000 pupils turned up amid threats of furtherviolence, 769 and when protests began some schoolssent children home because they feared for theirsafety. Supporters of the separatist movementHurriyet attacked school buses carrying children toschools. For example, on 7 October 2010, at leastthree students from a private school in Rainawari,Kashmir, were reportedly injured when a school buswas attacked by protesters throwing stones at it. Onthe same day, protesters pelted a school bus in Soura,but no injuries were reported. In a later incident inDecember 2010, Hurriyet supporters ordered a driverand student off a school bus and set it on fire. 770Military use of schoolsDuring 2010, more than 129 schools were used asbarracks or bases across the country, particularly inBihar, Chhattisgarh and Jharkhand, but also in thecountry’s north-east, in Tripura, Manipur, Nagalandand Assam, disrupting education for an estimated20,800 students. 771 In the same year, some securityforces began complying with government andSupreme Court directives to vacate schools. 772However, security forces continued to use schools into2012 and 2013. 773According to a 2009 report by Human Rights Watch,police and paramilitary forces occupied schoolbuildings with no prior notification, either temporarilyor for extended periods ranging from six months tothree years, during their counter-insurgency operations.Some educational facilities had been occupiedfor over a decade. 774 In many cases, security forcestook over entire school facilities and campuses,completely shutting down schools, while in others,they occupied only a part of the school, forcing classesto continue in crowded quarters and alongside armedmen. 775Attacks on higher educationAttacks on higher education occurred during 2009-2012, but they tended to be isolated incidents, mostoften linked to students’ and academics’ political affiliationor activism.
