We owe muchof our success to having a great builder inMelges Boat Works and must do all we can toencourage boat purchases and growth of ourfleets.The Board approved to have OECGraphics suggest some new logos tocomplement the ILYA burgee.Haeger reported that Kattack willpropose and price an annual ILYA license foruse of its program which could then be usedby all ILYA clubs. Kattack no longer requiresspecial devices to record the GPS positioningbut instead provides an inexpensive app whichcan be recorded by any smart phone.C. Porter and Haines reported livelyand enthusiastic participation in the meetingsto determine the future of the ILYA regattaexperience. The committee, led by Reillyand Kotovic will focus on data collectionand self evaluation. A survey with wiselychosen questions may be in order. A numberof good suggestions from the participants inthe Winter <strong>Inland</strong> roundtable discussion werelisted.JP Porter reported that the ILYA needs todetermine how Wisconsin Act 172 regardingjunior sports and concussions will affect ourprocedures. Legal committee will be asked toinvestigate and make recommendations.Committee Reports followed. Woldumreported that the Youth DevelopmentCommittee will work to make successfulboat lending programs and especially thedocuments that relate to it available to ourclubs in order to get our youth sailing inscows. The committee will explore otheroptions to provide the scow experience to thehigh school and college age sailors whoseonly experience may have been Opti and 420.The Regatta Coordinating Committeeasked Petersen to outline the plan for theannual Championship at Okoboji. Allactivities will take place at the most hospitableclub. Private housing is offered on a limitedbasis. Reservations should be made soon.Wyman offered two options for the 2014Annual Championship at Oshkosh. Afterlengthy discussion, the Board approved theoption which would have all participatingclasses together at one time, Wed. Aug. 13through Sunday, August 17. Social events willbe outstanding and Oshkosh will do whateverthey can to make it family friendly.It was clarified that the joint AInvitational and Melges 17 Championship atPewaukee in <strong>2013</strong> would share one course.Regattas awarded for 2014 includedGeneva for the E Invitational; White Bearfor the A Invitational; Cedar, Ind. for theC Invitational; Cedar, Wis. for the IODChampionships; and Nagawicka for the Club420 Clinic (Wyman/Hollister). No singlehandedjunior event (Laser) is planned.Schmidt reported that 2012 operationsfinances were better than predicted in October,finishing approximately $15,000 to the good.Some $2,000 in insurance premium returnsfor 2012 will be credited to <strong>2013</strong> muchto the delight of new Treasurer D. Porter.The successful membership support stickerprogram will continue in <strong>2013</strong>. Rent foroffice space at $400 was approved (D. Porter/Oltrogge).PROs as submitted by RM&J CommitteeChair Mann were approved (Spencer/JPPorter). In order to improve communicationbetween fleet representatives and theRM&J Cmte., it was approved to changethe date that fleets are required to submitPRO recommendations to the RM&J Cmte.The new date will be October 1 insteadof Dec. 1 and recommendations shall bein writing (Schmidt/Trester). When therecommendations of a fleet can not beaccommodated, the RM&J Cmte. is askedto communicate that information to the fleetrepresentative with explanation.Smith was authorized to proceed with aVHF radio or GPS device discount programto be offered to active ILYA Recognized RaceOfficers to be funded by the Snake, Snuff, andUncle Donald account.Oltrogge reported that the Promotionand Communication Committee will continuethe ILYA junior discount program in <strong>2013</strong>and include the Club 420 Championship. C.Porter reported that the committee will takeon the responsibility of nominating ILYAmembers for US SAILING and other nationalawards. The committee will support efforts toshowcase scows in youth events, especially420 events, and will pursue other means ofpromoting the ILYA experience. The NationalC Class will continue to fund 50% of juniorentries to ILYA events, making those entriesvirtually free again in <strong>2013</strong>. The NationalA Scow Class will do likewise in <strong>2013</strong> forjunior A Scow entries. These national supportprograms supplement the discounts providedby the ILYA Promotion and CommunicationCommittee account.Trester reported that the FoundationCommittee has two active Olympiccampaigns—Team Haeger/Provancha in theWomen’s 470, and Bowers Sailing in theLaser—currently using the Foundation, andwill address a recently received grant requestfor general funding. The ILYA web site willinclude Foundation information.Friend thanked the Winter <strong>Inland</strong>sponsor—Bilge Pullers—along with donationsand help from Dick and Leslie Barkow andCraig Parker. Friend thanked the DeGuiresfor providing transportation, housing, andhospitality for our guest speaker, Dick Rose.Consensus is that the Chenequa Country Clubvenue is very successful, but that better timingmight be advantageous. Friend will explorewith a steering committee.Barkow reported that all ILYA perpetualtrophies now have protective boxes, and thatmost trophies have been inspected for properengraving and bases. Bilge Pullers has offeredto repair the Pillsbury Cup which has somedamage and needs a more suitable base.A new race trophy for Class MC has beendonated by Will Crary and named the WhiteBear Yacht Club Trophy. Win and MargaretHollister will donate a Day Three ChallengeTrophy for Club 420. Barkow will order cubesfor Championship keepers again in <strong>2013</strong>.Under Old Business, Schmidt reportedthat the consideration of Sailing Schoolsas ILYA member organizations continues.Clubs are asked to provide feedback bythis summer. Schmidt will propose by-lawchanges that would be effected should achange be affirmed. The goal is to enhancecommunication between the ILYA and itsmembers clubs and affiliated Sailing Schools,as well as to provide a legitimate path forparticipation of non-scow clubs to participatein ILYA IOD and Club 420 events.Youth Development efforts will continue tomove youth into scows and club membership.Weston reported that the Green <strong>Lake</strong>renewal project is making vast improvementsto the park and its harbor. Dredging has beenperformed along shore and docking is muchimproved. The park has been beautified. ILYAas donated for a brick to be included as part ofa walkway.Smith reported that he is in contact withtwo clubs whose 2012 memberships are inarrears. It was suggested that since one of theclubs has a viable MC fleet, that Rep. Haegermight intercede to help them stay involved inILYA racing.There being no further business, themeeting was adjourned at 2:32 p.m. (Schmidt/Weston).Respectfully submitted,James A.
