Thisperformance was against a revised target of 10 percent that wasinitially set at 5 percent. The Department reported a challenge of thedelays in appointing suitable candidates for advertised posts. Thereis a tendency amongst government officials to ask for counter offersfrom their current employers when they are offered positions by theDepartment. Candidates then decline appointment by theDepartment when they have been given a counter offer by thecurrent employers. In line with the government priority of jobcreation, the Department should engage other departments in orderto find a solution to this transversal government challenge. TheDepartment also may develop an attractive retention strategy tokeep experienced staff.ANNOUNCEMENTS, TABLINGS AND COMMITTEE REPORTS NO 147─2013
