and thereafter. Such dues shall remain constant until changed by the council on<br />

legislation.<br />

17.030.2. Additional Dues.<br />

Each club shall pay each year to RI for each <strong>of</strong> its members additional per capita<br />

dues <strong>of</strong> US$1.00 or such other amount, as determined by the board, sufficient<br />

to pay for the projected expenses <strong>of</strong> the next scheduled council on legislation.<br />

There shall be no minimum amount payable to RI by any club. In the event an<br />

extraordinary meeting <strong>of</strong> the council is convened, additional per capita dues to<br />

pay for its expenses shall be paid as soon as practicable following the meeting.<br />

Such additional dues shall be held as a separate fund restricted to provide<br />

for the expenses <strong>of</strong> representatives in attending the council, as well as other<br />

administrative expenses <strong>of</strong> the council, in a manner to be determined by the board.<br />

The board shall furnish the clubs an accounting <strong>of</strong> receipts and expenditures.<br />

17.030.3. Return or Reduction <strong>of</strong> Dues.<br />

The board may return to any club such portion <strong>of</strong> said dues as the board deems<br />

just. Upon request, the board may reduce or postpone the amount <strong>of</strong> per capita dues<br />

payable by a club whose locality has sustained serious damage due to natural or<br />

similar disasters.<br />

17.030.4. Dues Payable by RIBI.<br />

Each club in RIBI shall pay its per capita dues to RI as provided in subsection<br />

17.030.1., through RIBI, acting on behalf <strong>of</strong> RI. RIBI shall retain one half <strong>of</strong> the RI<br />

per capita dues assessed pursuant to subsection 17.030.1. and forward to RI the<br />

balance <strong>of</strong> such dues.<br />

17.030.5. Adjustment <strong>of</strong> Payments Due.<br />

The board may adjust the payments due from the clubs in any country where<br />

the currency <strong>of</strong> such country is devalued to an extent that the clubs therein<br />

are required to pay an excessive amount <strong>of</strong> their own currency to meet their<br />

obligations to RI.<br />

17.040. Date <strong>of</strong> Payment.<br />

17.040.1. Due Date <strong>of</strong> Per Capita Dues.<br />

Per capita dues shall be due and payable pursuant to subsection 17.030.1. on 1 July<br />

and 1 January <strong>of</strong> each year. Dues payable pursuant to subsection 17.030.2. shall be<br />

due and payable on 1 July.<br />

17.040.2. Prorated Dues.<br />

For each member who is elected into membership <strong>of</strong> a club, the club shall pay per<br />

capita dues in prorated amounts until the beginning <strong>of</strong> the next semiannual period<br />

for which dues are payable. The amount payable for each full month <strong>of</strong> membership<br />

shall be one-twelfth <strong>of</strong> the per capita dues. However, no prorated per capita dues<br />

shall be payable by a club for a transferring member or former member <strong>of</strong> another<br />

club, as described in section 4.030. The prorated per capita dues are due and<br />

payable on 1 July and 1 January. Such dues shall be changed only by the council on<br />

legislation.<br />
