19.030. Council <strong>of</strong> Past Presidents.<br />

19.030.1. How Constituted.<br />

There shall be a council <strong>of</strong> past presidents which shall be a standing council<br />

composed <strong>of</strong> past presidents holding membership in a club. The president shall be<br />

ex <strong>of</strong>ficio a member <strong>of</strong> the council <strong>of</strong> past presidents with the privilege <strong>of</strong> attending<br />

its meetings and taking part in its deliberations, but shall have no vote in the proceedings<br />

there<strong>of</strong>.<br />

19.030.2. Officers.<br />

The penultimate past president shall serve as chairman <strong>of</strong> the council <strong>of</strong> past<br />

presidents. The member <strong>of</strong> the council who is the immediate past president shall<br />

serve as vice-chairman <strong>of</strong> the council. The general secretary shall be the secretary<br />

<strong>of</strong> the council <strong>of</strong> past presidents but shall not be a member there<strong>of</strong>.<br />

19.030.3. Duties.<br />

The council <strong>of</strong> past presidents shall consider, through correspondence, matters<br />

referred by the president or board and may give advice and recommendations to the<br />

board thereon. The council shall also, upon request <strong>of</strong> the board, act as mediators<br />

in matters involving clubs, districts and <strong>of</strong>ficers.<br />

19.030.4. Meetings.<br />

The president or the board may call a meeting <strong>of</strong> the council <strong>of</strong> past presidents<br />

where concerted consideration and recommendation <strong>of</strong> the council is required.<br />

Such meeting shall have an agenda which shall include topics referred by the<br />

president or the board. The chairman <strong>of</strong> the council shall make a report to the<br />

board subsequent to each meeting. Such report shall receive no publicity unless it<br />

is released in whole or in part for that purpose by the board.<br />

19.030.4.1. Meeting at Convention and International Assembly.<br />

The council <strong>of</strong> past presidents shall meet at the annual convention and/or<br />

international assembly.<br />

19.040. Meetings <strong>Procedure</strong>.<br />

The chairman <strong>of</strong> each Rotary meeting, assembly, conference, or convention shall<br />

decide all matters <strong>of</strong> procedure not specifically covered by the constitution, bylaws,<br />

or special rules <strong>of</strong> procedure adopted by RI. Such matters <strong>of</strong> procedure shall take<br />

into consideration basic fairness, subject to the right <strong>of</strong> appeal to such assembly.<br />

The board shall be responsible for publishing an <strong>of</strong>ficial magazine <strong>of</strong> RI. The <strong>of</strong>ficial<br />

magazine shall be published in as many editions as the board shall authorize,<br />

the basic edition being published in English and being known as The Rotarian. The<br />

purpose <strong>of</strong> the <strong>of</strong>ficial magazine shall be to serve as a medium to assist the board in<br />

furthering the purposes <strong>of</strong> RI and the Object <strong>of</strong> Rotary.<br />
