Ecology shall use this Watershed Management Plan asthe framework for making future water resource decisions for WRIA 30 and rely upon thisWatershed Management Plan as a primary consideration in determining the public interestrelated to such decisions.During the development of this plan, Ecology provided coordination with the state caucus, whichincludes Washington Department of Fish and Wildlife (WDFW), Washington Department ofHealth (WDOH), Washington Department of Agriculture (WSDA), and Washington State Parksand Recreation Commission (WSPRC).If any provision of this plan or any provision of any document incorporated by reference shall beheld invalid, such invalidity shall not affect the other provisions of this plan which can be giveneffect without the invalid provision, and to this end the provisions of this plan are declared to beseverable.1.2 VISION FOR WATER RESOURCESThe following is the vision statement for water resources within WRIA 30: “Water resourceswithin Water Resource Inventory Area 30 are managed pursuant to a Watershed ManagementPlan developed through a community-based partnership. The quantity of water available issufficient to meet the needs of current and future populations and support economic growth andagricultural needs. Aquatic and riparian habitats are properly functioning at levels that enhancefish and wildlife populations and provide recreation and other cultural benefits. The quality andmanagement of water resources are contributing to the quality of life and long term economicwell-being of the citizenry, community sustainability, and habitats.”1.3 PLANNING UNIT ORGANIZATIONAs determined by the Initiating Governments the composition of WRIA 30 Planning Unit, whichdeveloped this plan and will monitor its implementation, is representative of a wide range ofwater resource interests. Members of the Planning Unit are appointed by the Klickitat CountyBoard of County Commissioners (Klickitat BOCC). The appointment specifies whether theappointee represents a unit of government or is a regular member or ex officio member of thePlanning Unit. The representatives of the following water resource interests were appointed asmembers representing units of government: the Washington State agencies, the City ofGoldendale, KPUD, Klickitat County, the Central Klickitat Conservation District (CKCD), andthe Klickitat County Water Conservancy Board. Representatives of the Port of Klickitat andfederal agencies were appointed as ex officio members. All other members of the Planning Unitwere appointed as regular voting members. Invitations to participate as units of governmentmembers of the Planning Unit were extended to the Yakama Nation and the Klickitat CountyHealth Department, and these invitations remain open should either body elect to participate onthe Planning Unit in the future, subject to Klickitat BOCC appointment procedures.Watershed Management Plan approval requires a consensus of the members representing a unitof government and a majority vote of the regular voting members. Consensus is defined in thePlanning Unit operating procedures manual approved by the Initiating Governments.Introduction 2 May 3, 2005
