C O M M I T T E E R E P O R T SDetention CommitteeAOIC: Margie reported that they are looking for more training specifically related to Detention. A Detention manager’s symposium will most likely be planned in the next year. They recognize that it is hard to get staff to training outside of the building, so in order to assist with meeting the 40hour training requirement, different types of technology is being explored such as webinars, teleconferences, DVD’s,etc…It was suggested that whatever training is offered needs to be interactive and relevant to keep staff’s interestand be useful to the job There is no date for the next Basic training for Detention yet; will probably be held in the collar counties (North)this time; Kane has a lot of new officers; pre-training assignments are being considered again to prepareparticipants for subject matter to be presented The idea of making a training video was discussed; could be done with actors from local universities or by actualstaff Sending line staff other than new employees to single modules of Basic was discussed in order to assist with traininghours; Kristen said she would explore this The formula for reimbursement to jurisdictions without Detention Centers was discussed; cases that remain incustody for long periods of time do not get payment for the entire stayDepartment of Juvenile Justice Standards: Sue Korpai gave an update on the most recently revised DJJ standards. They have been completed by theworkgroup and will be submitted to JCAR (legal division) once completely formatted. No date has been given forpossible publication. The standards are more detailed than the present version (published in 1988) but should beattainable for all Detention Centers to meet without additional cost or hardship. John McCabe stressed that duringthe JCAR evaluation, feedback will be requested from all and it will be important to reply. Most Detention Centers have had their annual inspections this year with minimal issuesLegislative Committee: John and Mike made a plea for replies to their requests for input regarding new legislation as there is often a shortwindow to respond if we want to have an impact on issues that will affect the Court Services community. John also indicated that as there is no specific committee for issues related to Juvenile Probation and Detention, it isimportant for the Detention Committee to be involved in voicing their opinions/concerns whenever possible in regardsto this legislation.Detention Committee: As many Detention managers could not attend the conference meeting, an all-day meeting is being planned inBloomington in November. Sue will be sending a “Save the Date” notice in the next week. Please keep Connie in your thoughts and prayers this week and in the future. She is battling breast cancer and havinga second surgery on Monday, 10-22-12. Although she has been through a lot, she has been in high spirits and hasbeen working as much as possible. Sangamon County has downsized the number of beds in the Detention Center Headcount and average length of stay seems to be down across the state except in a few centersUpcoming training: 11-14-12: Webinar on “Strategies for Effective Facility-Based Strategies for Behavior Management” sponsored bythe National Council for Youth in Custody, 1-2 p.m. 11-13-12: Conference sponsored and funded by JDAI, Juvenile Justice Commission, IL Collaboration on Youth,and IL Association of Juvenile Justice Councils to be held in Bloomington. The Membership Committee over the last few yearshas been focusing on recognizing their members as well as providing membership incentives.The committee has been featuring and recognizing our new members by providing membership spotlightarticles. The committee will continue to focus on our members and welcomes any new ideas for articles andways to recognize new and ongoing members of the association.At Fall Conference 2012, the Executive Board, Membership Committee, and Committee Chairs collaboratedwith Rosecrance to sponsor the New Member Reception. The survey that is currently being administered is intended to help thecommittee gear its goals towards promoting a healthy and safe working environment for all staff. Theresults of the survey will aide the committee in developing training and educational goals around what isdesired by staff working on the front lines.The OSWC is interested in re-establishing the informal fitness club at conferences. For many years agroup of people got together in the mornings to workout, run, or walk. The committee is looking forthose who want to join. If interested, contact Co-Chairs, Tina Varney or Francie Cain.The OSWC is seeking statewide representation with at least one member from each Circuit. Circuitsstill needing representation are: 1st, 3rd, 8th, 9th, 15th, 16th, 18th, 19th, 21st and Cook.
