Nahi Baseline Survey April- May 2001Chapter 1Introduction1.1 BackgroundThe Bhutan – German Sustainable RNR Development <strong>Project</strong> (<strong>GTZ</strong>) has decided todevelop a baseline information for documenting changes in Nahi geog during the projectimplementation period. The <strong>GTZ</strong> <strong>Project</strong> therefore wanted NRTI to conduct a baselinestudy on Nahi geog by incorporating it in the regular RRA training programme. Thisstudy therefore, is an outcome of collaboration between <strong>GTZ</strong> <strong>Project</strong> and NRTI.The Rapid Rural Appraisal (RRA) programme, a common compulsory course work forthe trainees of the different Faculties (AG/AH/FO), requires to undergo in the secondsemester during the specific course. Till date NRTI has conducted a number ofPRA/RRA courses for the regular diploma courses including those of up-gradation andspecial additional courses in between. To gain practical field experiences and make the training more realistic, NRTI in the pasthas always tried to collaborate with those Dzongkhags and <strong>Project</strong>s interested to use thefindings and results of RRA exercises. Through such collaborations NRTI was able tofulfil dual objectives including Institute’s and that of the collaborating partners. TheRRA block week provides trainees the opportunity to acquaint and get trained in RRAconcepts, principles and tools by practically involving in field based exercises.1.2 Concept of the baseline studyNahi is one of the fifteen geogs under Wangdue Dzongkhag administration. The geogconsists of four main villages: Hebisa, Esawom, Esagom and Nabisa (divided into fourchiwogs 2 ) and about 94% of its settlements are found on the south-western mountainslope of the valley (Figure 1.1).The geog has been selected as a pilot area under Bhutan-German Sustainable RNRDevelopment <strong>Project</strong> (<strong>GTZ</strong>). In 1993, a FMU, was established, but not operationalisedtill date. The <strong>Project</strong> has carried out several studies in Nahi valley (Kievelitz 1995,Namgyel 1996, Richter 1997) and quite recently <strong>Project</strong> has started the construction of an11.85 km motorable approach road to Nahi. The new approach road connects the valleyto the national West-Central highway and is expected to contribute to the overalldevelopment of the valley in various fields. The road is a significant contribution of theproject and an important landmark in the valley’s history. The construction of the new approach road not only fulfils the expressed intention of theDzongkhag authority but very aptly satisfies one of the most urgent needs frequentlyexpressed by the people of Nahi valley. The impact of such an approach road can bemanifold both positive and negative. But it is clear that connection of Nahi valley toWangdue-Thimphu road is expected to lead to substantial changes in the social and2 Chiwog- A group of households under one chuepon (messenger)1
