ABOUT FAMILY OUTREACH<br />

MCH Family Outreach supports<br />

families during crisis situations,<br />

while strengthening the family and<br />

supporting each child’s healthy<br />

development. MCH offers family<br />

preservation services, foster care,<br />

education and outreach, and services<br />

to support grandparents who<br />

are raising their grandchildren.<br />

Services are offered across Texas<br />

and in New Mexico.<br />

MCH Family Outreach<br />

Highlights in MCH Family Outreach from 2011-2012<br />

Nurturing Parenting<br />

MCH Family Outreach adopted, conducted<br />

training and began utilizing the<br />

Nurturing Parenting curriculum to support<br />

our outreach efforts in each community<br />

with parent education. This<br />

program enables us to help families<br />

increase their skill level and knowledge<br />

of the developmental process of their<br />

children, improve their interactions with<br />

their children, and provide education to<br />

parents in vulnerable situations.<br />

Family Solutions<br />

MCH Family Outreach implemented Family<br />

Solutions in six offi ce locations. This<br />

will allow us to work more closely with<br />

families to fi nd ways for them to meet<br />

the basic needs of their children through<br />

coordinated family assessment, service<br />

planning, resource development and ongoing<br />

case management services. The<br />

program design will facilitate our continued<br />

efforts to work with community partners<br />

in each area. Family Solutions will<br />

allow us to have a greater impact on the<br />

families we serve, and it supports our<br />

goal to implement evidence-based programs<br />

with outcomes that are based on<br />

standardized measures.<br />

Continuous Quality Improvement<br />

MCH Family Outreach continued to<br />

revise and improve the Continuous<br />

Quality Improvement (CQI) processes<br />

for outreach services. The CQI process<br />

helps us monitor our outputs and outcomes<br />

and holds us accountable to<br />

established goals for outreach services.<br />

Staff members are aware of the process<br />

and actively participate to help the<br />

department comply with standards, contracts,<br />

policy and procedure, and expectations<br />

of several outside entities.<br />

MCH and UTMB:<br />

Sharing a life-changing<br />

mission for newborns<br />

The MCH outreach offi ce in Houston<br />

and the University of Texas Medical<br />

Branch (UTMB) in Galveston have<br />

partnered for more than 10 years<br />

by serving mothers who give birth<br />

in prison. Mothers in the Texas<br />

Department of Corrections (TDC) unit,<br />

Carole Young Medical Facility, often<br />

are in need of a loving temporary<br />

home for their newborns.<br />

More than a decade ago, a TDC<br />

chaplain saw a need for these mothers<br />

and voiced his concerns to the<br />

UTMB staff. The UTMB caseworker<br />

contacted our Houston outreach<br />

offi ce. The relationship evolved and<br />

now MCH is known as a trustworthy<br />

and reliable agency for voluntary<br />

placements while the mothers complete<br />

their prison sentence.<br />

“It feels great to be able to help<br />

parents who do not have anyone else<br />

willing or able to care for their children,”<br />

said Veronica Whalon-Peters,<br />

director of the Houston offi ce. “MCH<br />

has great foster parents who love,<br />

care and nurture these little ones<br />

while their parents work on improving<br />

their situation for themselves and<br />

their children.”
