Since January 2011, VAT on cement, steel, lumber and roofing materials<br />

has been slashed by 50% in an effort to boost construction<br />

activity and create jobs.<br />

Mr. Speaker, this support has been costly for Government but deemed<br />

necessary to help the recovery. We have reviewed these temporary<br />

measures to evaluate their effectiveness and Government’s affordability.<br />

Today, I advise as follows:<br />

Construction<br />

Government has decided to extend the special rate of 7.5% on the<br />

following construction inputs for the rest of this year:<br />

- Cement<br />

- Lumber<br />

- Steel<br />

- Roofing material<br />

Given the importance of Construction to the economy, Government<br />

will continue to look for new and additional ways of stimulating the<br />

industry in consultation with members of the industry.<br />

Manufacturing<br />

Government will extend the 10% rebate to manufacturers on their<br />

VAT exclusive sales until September, by which time Government<br />

will finalise a new regime after further consultation with the relevant<br />

stakeholders.<br />

Mr. Speaker, we wish to make it clear that in crafting this new regime,<br />

it is Government’s intention to incentivize manufacturers involved in<br />

the export business.<br />

Mr. Speaker, I am pleased to announce that to assist manufacturers in<br />

maintaining competitiveness, the <strong>Excise</strong> Tax would be zero rated on<br />

alcohol to be used as an input into manufacturing.<br />

Value Added Tax (VAT) and Investors<br />

Government is desirous of ensuring that the VAT does not inhibit<br />

investment spending during the implementation phase of an approved<br />
