Government will continue its effort to improve livelihoods in communities<br />

around the Country. This year, the <strong>budget</strong>ary allocation for<br />

community development is $2.85 million.<br />

6.12 SOCIAL DEVELOPMENT<br />

The Ministry of Social Development will continue to put systems in<br />

place to protect and address the needs of the poor and vulnerable.<br />

To this end, UNICEF will continue to fund the OECS Family Law<br />

Reform Project. Extensive public education and training of stakeholders<br />

on the Child (Protection and Adoption) Act, 2010, the<br />

Domestic Violence Act, 2010, the National Child Abuse Reporting<br />

and Management Protocol, the Juvenile Justice Bill and the Child<br />

Maintenance Bill will be undertaken.<br />

A $1.6 million grant has been secured from the UNTrust Fund to<br />

implement a three year project to “End Violence against Women”.<br />

This project will be implemented in partnership with the Legal Aid<br />

and Counselling Clinic and the <strong>Grenada</strong> National Organisation of<br />

Women.<br />

This is a remarkable accomplishment since of the thousands of applications<br />

submitted from countries around the world, <strong>Grenada</strong> was the<br />

only Caribbean country approved in the final round of selection.<br />

Mr. Speaker, the international community is taking notice of <strong>Grenada</strong>’s<br />

bold reforms in the area of social protection and our efforts are<br />

being rewarded.<br />

The Support for Education, Empowerment and Development (SEED)<br />

Project, a US$5 million project financed by the World Bank has<br />

been commenced. Under this project, three programmes have been<br />

merged. They are: Public Assistance, Necessitous Fund and Transportation<br />

for Students.<br />

A Proxy Means Test will be introduced to properly target the neediest<br />

citizens. The results of this Test will be used to develop a Central<br />

Beneficiaries Registry. Additionally, a Public Education Campaign is<br />
