X-MAVs United: Swarms of Extremely Small Air Vehicles and the Future of the Air<br />

Force in 2025<br />

Tiny UAVs smaller than a normal bumblebee may hold the potential to change<br />

the way the United States fights and wins wars by 2025. This paper lays out the<br />

argument for development and employment of such vehicles. Termed X-MAVs, these<br />

UAVs offer great potential to relieve the burden on low density, high demand (LDHD)<br />

assets, enhance the performance of traditional weapons systems, and enable entirely new<br />

missions that only they can accomplish. The paper identifies a clear need for X-MAVs<br />

and highlights the fact that many of the technologies necessary for their creation are<br />

under development in laboratories today. While many technologies will be important in<br />

this effort, nanotechnology will likely be the most critical in addressing the key issues<br />

surrounding X-MAV operations. The paper identifies a number of roles and missions<br />

that X-MAVs could support. Finally, it points out that a number of critical R&D, policy,<br />

and investment decisions must be made to ensure X-MAVs are available by the 2025<br />

timeframe.<br />

The paper concludes that X-MAVs hold great potential to change the future of<br />

warfighting. Their ability to provide ubiquitous sensing and direct action could provide<br />

dominant battlespace knowledge and yield increased speed and accuracy of force<br />

employment decisions. As X-MAVs become an operational and credible weapons<br />

system, they will impact operations at all levels of conflict (tactical, operational,<br />

strategic), across the spectrum of warfare (from peace operations to high intensity
