SURVIVING POST-INDUSTRIALISATION<br />

Resilience <strong>and</strong> trans<strong>for</strong>mation:<br />

Post-<strong>in</strong>dustrial l<strong>and</strong>scapes, place <strong>and</strong><br />

liv<strong>in</strong>g futures <strong>in</strong> Norway<br />

The protection <strong>and</strong> uses of <strong>in</strong>dustrial heritage<br />

raise many problems. Some (whose heritage,<br />

what to protect <strong>and</strong> how, who is <strong>in</strong> control?) are<br />

common to all heritage, although often exacerbated<br />

by scale <strong>and</strong> recentness. Some on the<br />

other h<strong>and</strong> are more dist<strong>in</strong>ctive to <strong>in</strong>dustrial heritage.<br />

So-called ‘<strong>in</strong>dustrial’ heritage is normally<br />

actually post-<strong>in</strong>dustrial: it is the material rema<strong>in</strong>s<br />

that have been left beh<strong>in</strong>d that we grapple with,<br />

<strong>and</strong> often <strong>in</strong> the context of communities affected<br />

by the withdrawal of employment <strong>and</strong> prosperity,<br />

who have the need to not only preserve the rema<strong>in</strong>s<br />

but to ensure they take on new economic,<br />

cultural <strong>and</strong> social life. The uses of these rema<strong>in</strong>s<br />

are there<strong>for</strong>e an <strong>as</strong>pect of heritage that is particularly<br />

relevant to discussions of culturally-<strong>in</strong><strong>for</strong>med<br />

susta<strong>in</strong>ability.<br />

The towns of Rjukan <strong>and</strong> Notodden <strong>in</strong> Telemark<br />

became <strong>in</strong> the early 20th century the birthplace<br />

of Norway <strong>as</strong> a modern, <strong>in</strong>dustrial nation, thanks<br />

<strong>in</strong>itially to the use of hydro-electricity drawn<br />

from local waterfalls <strong>in</strong> large-scale <strong>in</strong>dustrialisation,<br />

notably the production of chemical saltpetre.<br />

From 1900 to 1920 their populations grew<br />

from almost noth<strong>in</strong>g to several thous<strong>and</strong>s. After<br />

a short period of rapid growth, the area h<strong>as</strong> experienced<br />

a prolonged period of de-<strong>in</strong>dustrialisation,<br />

<strong>and</strong> s<strong>in</strong>ce 1945 <strong>in</strong> particular technological<br />

development <strong>and</strong> the chang<strong>in</strong>g global economy<br />

created social <strong>and</strong> economic challenges <strong>as</strong> factories<br />

closed <strong>and</strong> large scale <strong>in</strong>dustrial employment<br />

fell away. The two towns have met the need <strong>for</strong><br />

economic restructur<strong>in</strong>g <strong>in</strong> different way. In 2014<br />

the Norwegian government submitted a proposal<br />

to nom<strong>in</strong>ate the <strong>in</strong>dustrial heritage at Rjukan <strong>and</strong><br />

Notodden <strong>for</strong> UNESCO’s world heritage list. The<br />

nom<strong>in</strong>ation consists of four components <strong>as</strong>sociated<br />

with technical-<strong>in</strong>dustrial heritage: the tangible<br />

<strong>and</strong> man-made rema<strong>in</strong>s <strong>for</strong> power production,<br />

the factories <strong>and</strong> <strong>in</strong>dustrial build<strong>in</strong>gs, the transport<br />

systems <strong>and</strong> urban communities of the company<br />

town type.<br />

The nom<strong>in</strong>ation emph<strong>as</strong>ises the human creation<br />

of society <strong>as</strong> an expression of modernisation<br />

through <strong>in</strong>dustrialisation. But what should be<br />

susta<strong>in</strong>ed <strong>and</strong> protected <strong>and</strong> why? Is it the build<strong>in</strong>gs<br />

with mach<strong>in</strong>es, <strong>and</strong> the tra<strong>in</strong>s <strong>and</strong> ships? Is<br />

it the town <strong>and</strong> the workers’ hous<strong>in</strong>g are<strong>as</strong>? Or is<br />

it the whole l<strong>and</strong>scape? Industrial development<br />

at Rjukan <strong>and</strong> Notodden w<strong>as</strong> highly dependent<br />

on the physical l<strong>and</strong>scape. Why not susta<strong>in</strong> the<br />

whole production system, the physical <strong>and</strong> the<br />

man-made l<strong>and</strong>scape? Or is it the <strong>in</strong>tangible heritage,<br />

the “ways of liv<strong>in</strong>g” of population with all<br />

their customs, skills <strong>and</strong> backgrounds, that also<br />

should be susta<strong>in</strong>ed? The human features will<br />

change <strong>and</strong> vanish if they are not protected. This<br />

is also a question of how to protect. It concerns<br />

the way <strong>in</strong> which factory build<strong>in</strong>gs are turned <strong>in</strong>to<br />

nice, sanitised <strong>and</strong> safe surround<strong>in</strong>g <strong>for</strong> families,<br />

children <strong>and</strong> visitors of any k<strong>in</strong>d. Are factories fun<br />

places to play? Are hard work<strong>in</strong>g conditions, long<br />

hours, dangers, etc. from the beg<strong>in</strong>n<strong>in</strong>g of twentieth<br />

century be<strong>in</strong>g <strong>for</strong>gotten <strong>in</strong> the process? Susta<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong>dustrial heritage is also a question of<br />

the image of the l<strong>and</strong>scape, not only the physical<br />

l<strong>and</strong>scape.<br />

The protection of cultural heritage h<strong>as</strong> to be<br />

evaluated <strong>in</strong> the context of current discourses<br />

<strong>in</strong> media, policy, education <strong>and</strong> the arts, <strong>in</strong><br />

order to underst<strong>and</strong> the varied mean<strong>in</strong>gs of
