Assessments are an important part of both<br />

policies <strong>and</strong> politics. There are several methodologies<br />

<strong>for</strong> carry<strong>in</strong>g out <strong>as</strong>sessments <strong>and</strong><br />

communicat<strong>in</strong>g their results, but <strong>in</strong>dicators<br />

are perhaps the most commonly used. Indicators<br />

select threads, headl<strong>in</strong>es or leverage<br />

po<strong>in</strong>ts from complex <strong>and</strong> non-l<strong>in</strong>ear phenomena,<br />

<strong>and</strong> reduce them to more e<strong>as</strong>ily comprehensible<br />

evidence <strong>in</strong> order to provide <strong>in</strong><strong>for</strong>mation<br />

about the impacts of events <strong>and</strong><br />

trajectories, the effects of different courses<br />

of action, <strong>and</strong> the quality <strong>and</strong> direction of<br />

change. Usually <strong>in</strong>dicators are quantitative,<br />

statistical <strong>and</strong> numerical, which <strong>for</strong> some<br />

topics can be a simplification too far, <strong>and</strong><br />

it becomes necessary – a far more difficult<br />

t<strong>as</strong>k – to devise <strong>and</strong> use qualitative <strong>in</strong>dicators<br />

by means, <strong>for</strong> example, of general<br />

descriptions, anecdotes <strong>and</strong> observations,<br />

narratives, images <strong>and</strong> perhaps even per<strong>for</strong>mance.<br />

While <strong>in</strong>dicators reflect policy<br />

options, they can also shape them,<br />

s<strong>in</strong>ce very often policies, or at le<strong>as</strong>t<br />

activities are def<strong>in</strong>ed by what<br />

outputs can be me<strong>as</strong>ured. This often<br />

leaves beh<strong>in</strong>d the less quantifiable<br />

are<strong>as</strong> of cultural susta<strong>in</strong>ability <strong>and</strong><br />

which are a great many.<br />
