insult to the modesty of women lodge in various jails at the end of 2014. The details may be seen in Table-4.3. Special and Local Laws (SLL) (50,730) A total of 50,730 prisoners were lodged as undertrial prisoners in various jails of the country for committing crimes under Special and Local Laws compared to 2,31,962 undertrial prisoners for committing IPC crimes. Thus the share of undertrial prisoners under SLL was 17.9% of total undertrial prisoners (IPC offences and SLL offences combined). The highest number of undertrial prisoners (16,039) was reported under the NDPS Act which accounted for 31.6% of the total undertrial prisoners under SLL. This was followed by undertrial prisoners under the Arms Act (16.2%) and the Excise Act (10.7%). Punjab has reported the highest number of undertrials (4,803) under the NDPS Act which accounted for 29.9% of the total undertrial prisoners under the NDPS Act in the country. However, the percentage share of undertrial prisoners reported under the Protection of Civil Rights Act was the lowest at 0.3% (148 out of 50,730). The details may be seen in Table-4.4. Comparison of Convicted and Undertrial prisoners lodged in jails during 2014 over previous year (2013) The convicted prisoners have marginally increased by 1.5% in 2014 over 2013 as the number of convicts (1,29,608) lodged in various jails of the country at the end of 2013 increased to 1,31,517 at the end of 2014. Five States out of 9 States having share of 5.0% crimes or more out of total IPC crimes in the country as per “Crime in India 2014” report, have reported decline in convicts population during the year 2014. These States were West Bengal (8.6%), Rajasthan (6.8%), Kerala (6.0%), Maharashtra (1.5%) and Bihar (0.8%). On the other hand, four major States reported increase in convict population during 2014. These States were Delhi (8.4%), Tamil Nadu (6.3%), Madhya Pradesh (1.3%) and Uttar Pradesh (1.0%). The number of undertrial prisoners has also increased slightly by 1.6% in 2014 (2,82,879) over 2013 (2,78,503). Tamil Nadu was the only State in the country which showed remand prisoners as a separate category from undertrial prisoners and had supplied the data till 2006 on these lines. However, from 2007, like other States, they included data of remand prisoners under category of undertrial prisoners. Hence, the number of undertrial prisoners shown have increased considerably from 2007. 7 States out of 9 major States (having share of 5% crimes under IPC or more) have reported increase in undertrial inmates during 2014 as compared to 2013. These States were Rajasthan (10.3%), Madhya Pradesh (9.2%), Tamil Nadu (8.9%), Uttar Pradesh (7.6%), Maharashtra (2.9%), Bihar (0.7%), and Delhi (0.2%). Two major State namely West Bengal & Kerala have reported a decline of 14.7% and 3.2% respectively in undertrial population in 2014 over 2013. The details may be seen in Table 4(A). During the calendar year 2014, a total of 1,87,269 convicts were released out of which 1,18,903 released after completion of conviction period and 47,383 released on bail (Table 4.5). A total of 796 convicts were transferred from one State to other States during 2014. Jharkhand (158) and Uttar Pradesh (150) have reported the highest number of transfer of convicts to other States. A total of 139 convicts were released under pardon during 2014, maximum such released were reported in Maharashtra (69) followed by Rajasthan (29) and Uttar Pradesh (21). Similarly, 13,95,121 undertrials were released during 2014 out of which 12,39,733 released on bail, 58,589 released on appeal and 64,216 were acquitted. A total of 64 undertrials were extradited during 2014. (Table 4.6). In 2014, 32,890 persons were released on Parole. 374 prisoners released on Parole have absconded. Prison Statistics India-2014 75
