Odisha (82.4%), Mizoram (81.0%),<br />

Jammu & Kashmir (75.9%), Tamil Nadu<br />

(71.5%), Chandigarh (70.2%), Puducherry<br />

(68.3%), Andaman & Nicobar Islands<br />

(61.6%), Manipur (56.1%), Daman & Diu<br />

(49.4%), Lakshadweep (43.8%), Tripura<br />

(41.8%) and Nagaland (30.6%). Dadra &<br />

Nagar Haveli has reported the highest<br />

overcrowding (331.7%) followed by<br />

Chhattisgarh (258.9%), Arunachal<br />

Pradesh (226.8%), Delhi (221.6%), Uttar<br />

Pradesh (167.1%), Meghalaya (153.4%),<br />

Goa (144.4%), Punjab (139.2%), Madhya<br />

Pradesh (133.7%), Uttarakhand (127.2%),<br />

Jharkhand (123.1%), Himachal Pradesh<br />

(122.4%), Rajasthan (118.4%), Kerala<br />

(114.3%), Haryana (112.0%),<br />

Maharashtra (110.7%), Karnataka<br />

(106.3%), Sikkim ( 104.3%) and Assam<br />

(101.9%).<br />

Capacity for male and female<br />

inmates and their occupancy rate in<br />

various Jails for the year <strong>2014</strong> in respect<br />

of States/UTs are also presented in Table<br />

2.1. It is observed that the occupancy rate<br />

of such prisons during the period under<br />

consideration was high against the<br />

available capacity for the female inmates<br />

in Delhi (150.5%) followed by<br />

Chhattisgarh (149.6%), Uttarakhand<br />

(131.7%), Jharkhand (120.6%) and Uttar<br />

Pradesh (113.8%).<br />

Chart 2.1 depicts the actual male<br />

and female inmates in different States/UTs<br />

at the end of the year <strong>2014</strong>.<br />

Chart 2.2 depicts comparative<br />

position of occupancy rates at the end of<br />

the year 2013 and <strong>2014</strong>. The occupancy<br />

rate at All India level at the end of 2013 was<br />

118.4% which down slightly at 117.4% at<br />

the end of the year <strong>2014</strong>. 8 States/UTs<br />

reporting further overcrowding in their<br />

prisons in <strong>2014</strong> as compared to that of<br />

2013 were Arunachal Pradesh (from<br />

164.3% to 226.8%), Goa (from 132.4% to<br />

144.4%), Haryana (from 104.0% to<br />

112.0%), Himachal Pradesh (from 118.1%<br />

to 122.4%), Madhya Pradesh (from<br />

128.7% to 133.7%), Rajasthan (from<br />

116.1% to 118.4%), Uttarakhand (from<br />

107.9% to 127.2% and Delhi (from 216.8%<br />

to 221.6%). 8 States where the inmate<br />

population was still more than the available<br />

capacity, although the overcrowding<br />

declined in <strong>2014</strong> over 2013, were<br />

Chhattisgarh (from 261.0% to 258.9%),<br />

Jharkhand (from 127.9% to 123.1%),<br />

Karnataka (from 107.8% to 106.3%), Kerala<br />

(from 119.5% to 114.3%), Maharashtra<br />

(from 111.6% to 110.7%), Meghalaya (from<br />

160.4% to 153.4%), Punjab (from 147.3%<br />

to 139.2%) and Uttar Pradesh (from<br />

172.0% to 167.1%).<br />

It is to be noted that the maximum<br />

overcrowding were reported in district jails<br />

(132.7%) followed by central jails (121.1%)<br />

in <strong>2014</strong>.<br />
