Vocational Training in Prisons<br />

Training of prisoners in various<br />

vocational skills in the Prison Institutions has<br />

received a lot of importance in almost all the<br />

States/UTs. These training programmes<br />

provide opportunities for the prison inmates to<br />

engage themselves in fruitful pursuits during<br />

the term of their sentence in jails. Training for<br />

prison inmates not only affords value for one’s<br />

work but also makes the prisoners learn skills<br />

which would enable them to follow a vocation<br />

after their release from the jail.<br />

The gainful work done by the jail<br />

inmates not only provides a corrective<br />

approach to the psyche of the offender but<br />

also goes a long way in developing a<br />

responsive and respectful attitude in them<br />

towards the society. The prisoners not only<br />

develop self confidence and self esteem out<br />

of the valuable labour put in by them but<br />

these activities also lead them towards<br />

earning a honourable livelihood after their<br />

release from the prison.<br />

The training facilities available in the<br />

jails depend on the local conditions. The<br />

availability of raw materials, local market<br />

needs, demands and marketing of finished<br />

products mainly decide the vocational training<br />

facilities available in any jail premise.<br />

Table 8(A) provides information on<br />

various vocational training facilities available in<br />

the States and UTs. A total of 63,256 prisons<br />

inmates were provided with various vocational<br />

training during the year <strong>2014</strong> (details can be<br />

seen in the Table 8.1). The number of jail<br />

inmates involved in various training<br />

programmes in the States/UTs of Punjab,<br />

Rajasthan, Madhya Pradesh, Delhi, Gujarat,<br />

Maharashtra, Andhra Pradesh, Tamil Nadu,<br />

Jharkhand, Chhattisgarh and Bihar were<br />

11,344, 8,251, 7,563, 6,714 4,439, 3,604,<br />

3,213, 3,043, 2,650, 1,688 and 1,608<br />

respectively during the year <strong>2014</strong>.<br />

The maximum number of prison<br />

inmates were trained in ‘weaving’ (9.85%)<br />

(6,232 out of 63,256) followed by ‘tailoring’<br />

(7.8%) (4,916 out of 63,256), ‘agriculture’<br />

(7.2%) (4,556 out of 63,256) and ‘carpentry’<br />

(5.2%) (3,303 out of 63,256) (Table-8.1).<br />

States/UTs-wise details reveal that the<br />

maximum number of inmates were trained in<br />

agriculture activities (1,851), carpentry (670)<br />

and weaving (1747) in Punjab. Maximum<br />

number of inmates trained in canning (136)<br />

and making of soap & Phenyl (132) and<br />

handloom (717 in Madhya Pradesh. Highest<br />

number of inmates were trained in tailoring in<br />

Gujarat (911).<br />

Value of goods produced by inmates<br />

The training of jail inmates in the<br />

vocational trades resulted in production of<br />

articles which have the market value. The<br />

details of the gross value of such products in<br />

different States and UTs are given in Table-<br />

8.2.<br />

Tamil Nadu had reported the highest<br />

gross value of sale proceeds of ` 3,697.3<br />

lakhs earned by the jail inmates followed by<br />

Kerala (` 2,143.6 lakhs), Bihar (` 1,547.0<br />

lakhs), Delhi (` 1,472.3), Maharashtra<br />

(` 1,434.9 lakhs), Uttar Pradesh (` 1,232.6<br />

Lakh), Gujarat (` 748.7 lakhs), Andhra<br />

Pradesh (` 430.2 lakhs), Chhattisgarh<br />

(` 424.8 lakhs), and Jharkhand (` 332.0<br />

lakhs) in year <strong>2014</strong>. The value of goods<br />

produced per inmate was highest in<br />

Kerala (` 30,285.4) followed by Tamil Nadu<br />

(` 23,291.5), Chandigarh (` 16,709.4),<br />

Delhi (` 10,630.3), Gujarat (` 6,266.3),<br />

Andhra Pradesh (` 5,401.8) Maharashtra (`<br />

5,148.9), Bihar (` 5,031.8), Telangana (`<br />

3,130.7) and Chhattisgarh (` 2,570.7)<br />

during the year <strong>2014</strong>.<br />
