PRISON STATISTICS INDIA 2014

Prison inmates lodged in various jails
are categorised as Convicts, Undertrials and
Detenues. The percentage share of Convicts,
Undertrials and Detenues inmates was
reported as 31.4%, 67.6% and 0.8%
respectively at the end of 2014.
Convicts (1,31,517)
Uttar Pradesh has lodged the highest
number of convicted prisoners (25,566) at the
end of 2014 among the States & UTs. Other
States which have reported considerably
large number of convicts were Madhya
Pradesh (17,088), Punjab (10,540),
Maharashtra (7,924), Haryana (7,157),
Chhattisgarh (7,156), Rajasthan (5,631), West
Bengal (5,381), Tamil Nadu (4,941), Bihar
(4,446) and Karnataka (4,185) (Table-3.1).
The State/UT-wise distribution of
convicts lodged in different jails is presented
in Table 3.1. Central jails accommodated
more than 64.9% of convicted prisoners at all
India level. Manipur, Sikkim & Chandigarh
(100% each), Karnataka (97.2%),
Chhattisgarh (97.1%), Tamil Nadu (95.9%),
Jharkhand (93.3%), Delhi (87.4%), Gujarat
(86.2%), Andhra Pradesh & West Bengal
(81.8% each), Maharashtra (80.9%),
Puducherry (77.9%), Madhya Pradesh
(76.9%), Telangana (73.3%), Punjab (70.7%)
and Kerala (72.5%) have accommodated a
large number of convicted prisoners in theirs
central jails during the year 2014.
District jails catered to
accommodation of 27.5% of total convicted
inmates. Andaman & Nicobar Island (75.5%)
(515 out of 682 convicts) followed by Uttar
Pradesh (56.7%) (14,496 out of 25,566
convicts) and Assam (54.7%) (1,719 out of
3,141 convicts) catered to a large number of
convicted prisoners in district jails as
compared to other jails.
27.7% and 24.7% of convicted
prisoners were lodged in sub-jails of Odisha
and Tripura respectively. Out of 3 sub jails in
Andaman & Nicobar Island, only one convict
has been lodge as on 31.12.2014. Jammu &
Kashmir, Manipur, Tamil Nadu, D&N Haveli
and Lakshadweep have not lodged only
convict in sub jails.

Types of prison inmates
The Open jails in Rajasthan have
lodged 1,142 convicts followed by Maharashtra
(1,058), Kerala (410), Andhra Pradesh (177)
and West Bengal (156).
The highest number of convicts lodged
in Special jails were reported in Bihar (461)
followed by Uttar Pradesh (445), Odisha (206)
and A&N Island (166).
The State/UT-wise, Jail-wise and
Gender-wise information on different type of
prison inmates are presented in Table-3.5 to
Table 3.12. The central jails accommodated
higher number of female convicts in the States
of Madhya Pradesh (353), Maharashtra (353),
Chhattisgarh (332), Punjab (306), Karnataka
(207), West Bengal (189), Jharkhand (139) and
Gujarat (114) (Table-3.5). 641 female convicts
were lodged in district jails of Uttar Pradesh
followed by Haryana (287) and Madhya
Pradesh (168) (Table-3.6).
292 out of 1,302 women convicts from
Uttar Pradesh followed by Tamil Nadu (158),
Rajasthan (145), Telangana (115) and West
Bengal (103) were lodged in women jails.
Delhi is the only UT having one exclusive
women jail and 169 convicts were lodged in it
(Table-3.8/Table-3.1).
Out of 1,31,517 convicted prisoners,
number of convicted inmates lodged in central
jails, district jails, sub-jails, open jails, special
jails, women jails, borstal schools and other
jails were 85,348, 36,144, 3,203, 3,786,
1,553, 1,302, 104 and 77 respectively at the
end of 2014. (Table-3.1).
Undertrial Inmates (2,82,879)
States and UTs wise detailed
information on Undertrial inmates lodged in
different jails is given in Table-3.2. The
maximum number of undertrial prisoners
lodged in various jails at the end of the year
2014 was reported from Uttar Pradesh (62,515)
followed by Bihar (26,800), Maharashtra
(19,895), Madhya Pradesh (19,188), Punjab
(15,467), Rajasthan (14,608), West Bengal
(14,050), Jharkhand (13,790), Odisha
(11,553), Haryana (11,124) and Delhi (10,171).
States/UTs which have reported least number
of undertrials in their jails are D & N Haveli
(199), Puducherry (191), Sikkim (157),
89 convicts were lodged in 1 Borstal
school in Punjab.
