Prison inmates lodged in various jails<br />

are categorised as Convicts, Undertrials and<br />

Detenues. The percentage share of Convicts,<br />

Undertrials and Detenues inmates was<br />

reported as 31.4%, 67.6% and 0.8%<br />

respectively at the end of <strong>2014</strong>.<br />

Convicts (1,31,517)<br />

Uttar Pradesh has lodged the highest<br />

number of convicted prisoners (25,566) at the<br />

end of <strong>2014</strong> among the States & UTs. Other<br />

States which have reported considerably<br />

large number of convicts were Madhya<br />

Pradesh (17,088), Punjab (10,540),<br />

Maharashtra (7,924), Haryana (7,157),<br />

Chhattisgarh (7,156), Rajasthan (5,631), West<br />

Bengal (5,381), Tamil Nadu (4,941), Bihar<br />

(4,446) and Karnataka (4,185) (Table-3.1).<br />

The State/UT-wise distribution of<br />

convicts lodged in different jails is presented<br />

in Table 3.1. Central jails accommodated<br />

more than 64.9% of convicted prisoners at all<br />

India level. Manipur, Sikkim & Chandigarh<br />

(100% each), Karnataka (97.2%),<br />

Chhattisgarh (97.1%), Tamil Nadu (95.9%),<br />

Jharkhand (93.3%), Delhi (87.4%), Gujarat<br />

(86.2%), Andhra Pradesh & West Bengal<br />

(81.8% each), Maharashtra (80.9%),<br />

Puducherry (77.9%), Madhya Pradesh<br />

(76.9%), Telangana (73.3%), Punjab (70.7%)<br />

and Kerala (72.5%) have accommodated a<br />

large number of convicted prisoners in theirs<br />

central jails during the year <strong>2014</strong>.<br />

District jails catered to<br />

accommodation of 27.5% of total convicted<br />

inmates. Andaman & Nicobar Island (75.5%)<br />

(515 out of 682 convicts) followed by Uttar<br />

Pradesh (56.7%) (14,496 out of 25,566<br />

convicts) and Assam (54.7%) (1,719 out of<br />

3,141 convicts) catered to a large number of<br />

convicted prisoners in district jails as<br />

compared to other jails.<br />

27.7% and 24.7% of convicted<br />

prisoners were lodged in sub-jails of Odisha<br />

and Tripura respectively. Out of 3 sub jails in<br />

Andaman & Nicobar Island, only one convict<br />

has been lodge as on 31.12.<strong>2014</strong>. Jammu &<br />

Kashmir, Manipur, Tamil Nadu, D&N Haveli<br />

and Lakshadweep have not lodged only<br />

convict in sub jails.<br />

Chapter – 3<br />

Types of prison inmates<br />

The Open jails in Rajasthan have<br />

lodged 1,142 convicts followed by Maharashtra<br />

(1,058), Kerala (410), Andhra Pradesh (177)<br />

and West Bengal (156).<br />

The highest number of convicts lodged<br />

in Special jails were reported in Bihar (461)<br />

followed by Uttar Pradesh (445), Odisha (206)<br />

and A&N Island (166).<br />

The State/UT-wise, Jail-wise and<br />

Gender-wise information on different type of<br />

prison inmates are presented in Table-3.5 to<br />

Table 3.12. The central jails accommodated<br />

higher number of female convicts in the States<br />

of Madhya Pradesh (353), Maharashtra (353),<br />

Chhattisgarh (332), Punjab (306), Karnataka<br />

(207), West Bengal (189), Jharkhand (139) and<br />

Gujarat (114) (Table-3.5). 641 female convicts<br />

were lodged in district jails of Uttar Pradesh<br />

followed by Haryana (287) and Madhya<br />

Pradesh (168) (Table-3.6).<br />

292 out of 1,302 women convicts from<br />

Uttar Pradesh followed by Tamil Nadu (158),<br />

Rajasthan (145), Telangana (115) and West<br />

Bengal (103) were lodged in women jails.<br />

Delhi is the only UT having one exclusive<br />

women jail and 169 convicts were lodged in it<br />

(Table-3.8/Table-3.1).<br />

Out of 1,31,517 convicted prisoners,<br />

number of convicted inmates lodged in central<br />

jails, district jails, sub-jails, open jails, special<br />

jails, women jails, borstal schools and other<br />

jails were 85,348, 36,144, 3,203, 3,786,<br />

1,553, 1,302, 104 and 77 respectively at the<br />

end of <strong>2014</strong>. (Table-3.1).<br />

Undertrial Inmates (2,82,879)<br />

States and UTs wise detailed<br />

information on Undertrial inmates lodged in<br />

different jails is given in Table-3.2. The<br />

maximum number of undertrial prisoners<br />

lodged in various jails at the end of the year<br />

<strong>2014</strong> was reported from Uttar Pradesh (62,515)<br />

followed by Bihar (26,800), Maharashtra<br />

(19,895), Madhya Pradesh (19,188), Punjab<br />

(15,467), Rajasthan (14,608), West Bengal<br />

(14,050), Jharkhand (13,790), Odisha<br />

(11,553), Haryana (11,124) and Delhi (10,171).<br />

States/UTs which have reported least number<br />

of undertrials in their jails are D & N Haveli<br />

(199), Puducherry (191), Sikkim (157),<br />

89 convicts were lodged in 1 Borstal<br />

school in Punjab.<br />
