Details of State/UT wise Plan and Non-<br />

Plan budget and actual expenditure for the<br />

year <strong>2014</strong>-15 are presented in Table 12.1.<br />

The Plan expenditure in Odisha was<br />

reported highest (` 5153.3 lakhs) followed by<br />

Karnataka (` 4,854.0 lakhs), Bihar (` 3,675.1<br />

lakhs), Jharkhand (` 3,557.7 lakhs), West<br />

Bengal (` 3,033.2 lakhs) Haryana (` 2,418.8<br />

lakhs) and Rajasthan (` 2,147.4 lakhs).<br />

The highest Non-Plan expenditure was<br />

reported from Uttar Pradesh (` 73,737.1 lakhs)<br />

followed by Madhya Pradesh (` 21,449.9<br />

lakhs), Tamil Nadu (` 20,352.1 lakhs), Punjab<br />

(` 19,636.5 lakhs), Maharashtra (` 19,311.8<br />

lakhs), Delhi (` 19,031.3 lakhs), West Bengal<br />

(` 18,542.2 lakhs), Bihar (` 17,997.0 lakhs)<br />

and Haryana (` 16,068.0 lakhs). The total<br />

sanctioned budget in case of Himachal<br />

Pradesh (` 2,628.9 lakhs was less than their<br />

actual expenditure of ` 2,731.5 lakhs) and<br />

Andaman & Nicobar Islands (` 1,618.0 lakhs<br />

was less than their actual expenditure of `<br />

1,620.5 lakhs). The total sanctioned budget<br />

and actual expenditure was equal in case of<br />

Mizoram (` 291.5 lakhs), Nagaland (` 3,009.7<br />

lakhs) and Daman & Diu (` 71.4 lakhs). In the<br />

case of remaining States and UTs, the total<br />

expenditure incurred was less than their<br />

sanctioned budget.<br />

Expenses on prison inmates<br />

The recurring expenditure on prison<br />

inmates with details of expenses made on<br />

food, clothing, medical, vocational, educational<br />

facilities, welfare and other expenses for the<br />

year <strong>2014</strong>-2015 has been presented in Table<br />

12.2.<br />

The analysis of expenses made on<br />

prison inmates in various States/UTs reveals<br />

that the maximum part of expenditure (56.8%)<br />

was mainly on providing food to the inmates.<br />

The State of Uttar Pradesh (` 13,200.0 lakhs),<br />

Madhya Pradesh (` 5,382.7 lakhs), West<br />

Bengal (` 5,235.5 lakhs), Bihar (` 4,505.2<br />

lakhs), Punjab (` 4,393.8 lakhs), Jharkhand<br />

(` 4,304.8 lakhs), Chhattisgarh (` 3,360.0<br />

lakhs) and Odisha (` 3,334.9 lakhs) had spent<br />

maximum amount of their budget under this<br />

head.<br />

Madhya Pradesh had spent<br />

considerable amount of ` 299.7 lakhs on<br />

clothing during the financial year <strong>2014</strong>-15.<br />

Some of the other States / UTs which<br />

earmarked a reasonable amount of<br />

expenditure under this head were Jharkhand<br />

(` 240.1 lakhs), Rajasthan (` 224.7 lakhs),<br />

Uttar Pradesh (` 194.7 lakhs) and West<br />

Bengal (` 98.2 lakhs)<br />

Delhi (` 1,031.8 lakhs) followed by<br />

West Bengal (` 938.9 lakhs), Uttar Pradesh (`<br />

900.0 lakhs), Madhya Pradesh (` 487.2 lakhs)<br />

and Chhattisgarh (` 375.0 lakhs) had spent a<br />

large share of their budget under medical<br />

expenses for the treatment of prison inmates.<br />

The highest expenditure on<br />

vocational / educational facilities was<br />

reported from Chhattisgarh (` 500.0 lakhs),<br />

Andhra Pradesh (` 238.8 lakhs) and Odisha<br />

(` 114.8 lakhs) out of 24 States / UTs which<br />

reported vocational / educational expenses<br />

on inmates for the financial year <strong>2014</strong>-2015.<br />

Kerala has reported highest<br />

expenditure (` 349.5 lakhs) on welfare<br />

activities of prison inmates followed by<br />

Odisha (` 195.4 lakhs), Gujarat (` 193.5<br />

lakhs) and Jharkhand (` 69.9 lakhs).<br />

Bihar, Delhi, Telangana, Madhya<br />

Pradesh and Haryana had spent ` 13,236.8<br />

lakhs, ` 9,104.0 lakhs, ` 3,714.3 lakhs,<br />

` 3,650.3 lakhs and ` 3,369.0 lakhs<br />

respectively under miscellaneous expenditures<br />

termed as 'other expenses'.<br />
