E.5.2. Capacity of accredited entities and executing entities to deliver<br />
PROFONANPE has implemented 36 programmes and projects during its 22 years of existence. Its experience in<br />
managing financial resources is demonstrated by its track record of attracting more than USD 152 million and<br />
channelling (as implementer or co-implementer) about USD 110 million. After having completed a six-year project in<br />
PDM, PROFONANPE is prepared to lead the implementation of this project. During its presence in the region, it has<br />
established solid relationships with community leaders of all native groups, with government authorities in the<br />
province and region, as well as with national government agencies.<br />
PROFONANPE has developed procedures for the acquisition and procurement of goods and services, which are<br />
described in the operations manual. These were developed based on standards of multilateral cooperation, and their<br />
application is constantly audited and evaluated by donors.<br />
The operations of PROFONANPE follow strict procedures to maintain the highest standards for its code of ethics<br />
and transparency. It also has experience in the implementation of environmental and social safeguards that include<br />
vulnerable populations. Currently, it has established its own procedures for the identification of impacts and risks<br />
from the implementation of its own activities and for the development of measures to mitigate such impacts and<br />
risks.<br />
Based on years of experience in working with multilateral agencies, PROFONANPE has developed M&E processes<br />
and procedures to review the progress of results achieved in terms of objectives, indicators, and physical and<br />
financial goals set for each project in the course of its implementation. These procedures also include follow-up<br />
activities, including annual workplans, quarterly or semi-annual assessments, and reviews of studies and reports.<br />
Previously, PROFONANPE assisted the process of land-use planning in the Pastaza Province, promoting a<br />
participatory methodology with indigenous communities. The process was facilitated by the indigenous federations in<br />
conjunction with the Provincial Municipality Datem Maranon, the Quechua people of Pastaza, the Chapra and the<br />
Kandozi people.<br />
Other institutions that will participate in the implementation of this project include:<br />
The national programme for forest conservation (Programa Nacional de Conservación de Bosques), serving as a<br />
member of the board of directors for this project and part of MINAM, will contribute to the programme with its<br />
experience and information on forest management, and the development of good practices for the promotion of<br />
productive activities.<br />
SENAMHI will be part of this project as well as its co-funding agency. It is also part of MINAM and has more than 45<br />
years of experience in providing public services, studies and research on climate measurement, hydrology, agrometeorology<br />
and climate change.<br />
The Regional Government and the Provincial Municipality are subnational governments that have worked together<br />
with PROFONANPE on a previous project in the area. Their new leadership has demonstrated its commitment to<br />
carry out the project by providing co-financing to implement the local and province-wide planning exercise. The<br />
project will support both governments in the implementation of participatory planning processes. This approach<br />
promotes a shared vision and facilitates the formulation of agreed plans of actions among the key stakeholders and<br />
participants. If government plans have the full support of the stakeholders, their implementation is simplified.
