Annex IX: Social impact assessment summary<br />

(The full assessment can be found in a separate document.)<br />

The purpose of the social assessment of this proposal is to ensure that the project pays due<br />

consideration to social aspects by avoiding, preventing, eliminating or minimizing potential adverse social<br />

impacts and risks due to project activities.<br />

The assessment also identifies opportunities to maximize the potential positive impacts. The social<br />

safeguards are powerful tools by which communities, during the design of the project, may safeguard<br />

their indigenous rights by expressing their views and asking for modifications or improvements so their<br />

rights are not affected.<br />

The methodology used is based on: (a) consultations held between 23 June and 1 July 2015 with more<br />

than 80 communities represented by nearly 500 people (men and women) and 21 organizations<br />

(including federations, associations and committees); and (b) guidelines established by PROFONANPE<br />

and the Green Climate Fund for the application of performance standards (PSs) that are also those used<br />

by the International Financial Corporation (IFC). Of the eight PSs considered by IFC, the following five are<br />

most relevant to the project:<br />

• PS1: Assessment and management of environmental and social risks and impacts;<br />

• PS2. Labour and working conditions;<br />

• PS5. Land acquisition and involuntary resettlement;<br />

• PS7. Indigenous peoples; and<br />

• PS8. Cultural heritage.<br />

Moreover, the social assessment identifies the opportunities to incorporate a gender approach in the<br />

project, respecting indigenous communities’ organizations and their traditional culture.<br />

1) PS1: Assessment and management of environmental and social risks and impacts.<br />

a) Impacts and social risks identification<br />

Various minor social impacts and risks have been identified. These are associated mainly with activities in<br />

Components 2 and 3. Prevention measures are proposed in order to prevent their occurrence (table 1).<br />

In case unforeseen impacts or risks arise during project implementation, specific measures will be<br />

established to prevent, correct and/or mitigate them. These must be included in the PROFONANPE<br />

Environmental and Social Management System.<br />

b) Engagement with stakeholders, communications and grievance mechanism<br />

Consensus will be the preferred method in the negotiation of complaints and local demands. In particular,<br />

the project will expand the participatory monitoring process to include a space to gather suggestions,<br />

questions and complaints directly from the community (in contrast to the formal process through which the<br />

community leader provides feedback to project managers). All suggestions, questions and complaints will<br />

be documented, analysed and provided with a formal answer.<br />

Furthermore, the PROFONANPE website will maintain an online format through which users can make<br />

suggestions, ask questions, request information and file complaints. This format is sent to the<br />

Administration and Finance Director and the Development and Supervision Director, who have the<br />

responsibility to reply where applicable. Project stakeholders will be informed of this procedure. It should
