RECOMMENDATIONS BY<br />

RESPONSIBLE <strong>OF</strong>FICIAL<br />

NATION<br />

Recommendation 1: The nation must maintain and sustain an<br />

All-Volunteer Force.<br />

PRESIDENT<br />

Recommendation 5: The Congress and the Administration<br />

should look for cost-saving opportunities in areas such as the<br />

military health system, energy savings, and a reduced inventory<br />

of military facilities.<br />

Recommendation 6: The Congress and the Administration<br />

should return to predictable and responsible budgeting<br />

processes that meet minimum funding requirements.<br />

Recommendation 12: The President should budget for and the<br />

Congress should authorize and fund an Army that maintains an<br />

end strength of at least 980,000 uniformed personnel (450,000<br />

in the Regular Army, 335,000 in the Army National Guard,<br />

and 195,000 in the Army Reserve) at planned readiness levels.<br />

Recommendation 13: The President should revise strategic<br />

and budget guidance to the Department of Defense based<br />

on changes in the security environment. The Department of<br />

Defense should then use this revised guidance as the basis for<br />

revising its planning guidance, and the Army should adjust its<br />

structure, readiness, and modernization plans accordingly.<br />

CONGRESS<br />

Recommendation 2: Congress should apply the Federal<br />

Advisory Committee Act provisions of the Fiscal Year 2016<br />

National Defense Authorization Act’s Section 1061 to all<br />

similar commissions.<br />

Recommendation 3: Congress should update the Federal<br />

Advisory Committee Act’s requirements in a way that reflects<br />

changes in information technology, allowing commissions to<br />

use their own websites to post minutes, testimonies, and public<br />

comments and provide a public reading room.<br />

Recommendation 4: Congress should maintain future Army<br />

budgets at funding levels at least equal to those in the fiscal year<br />

2016 President’s budget plan due to significant and emerging<br />

threats to national security. Budgets for DoD as a whole should<br />

also meet or exceed the 2016 level so that the Department can<br />

accomplish its mission with acceptable risk.<br />
