The Kansas State Board of <strong>Nursing</strong> will have three positions open for<br />

appointment July 1, <strong>2016</strong>. Governor Brownback will be seeking nominations<br />

for two Registered Nurse positions and one Public Member position. The<br />

RN open positions consist of a Registered Nurse from nursing practice and<br />

nursing education. Both of the Registered Nurses must have five years’<br />

experience in nursing and shall be actively engaged in the profession of<br />

nursing.<br />

Those interested in one of the positions is encouraged to complete<br />

the online form at https://governor.ks.gov/serving-kansans/office-ofappointments.<br />

K.S.A. 74-1106 requires Kansas State Nurse Association<br />

to give the Governor a list of Registered Nurses to be considered for<br />

appointment. The Governor is not obligated to make his appointment from<br />

the recommendations, although they will be considered.<br />

It had been a sweltering July day in Kansas,<br />

and the sun was just starting to let up its intense<br />

and fiery bake of the pavement that stretched<br />

out over this large prairie country. I had just<br />

ended a twelve-hour shift at the local hospital as<br />

a nurse technician and my legs were aching and<br />

my stomach was growling for supper. I walked<br />

through the steaming parking lot that was still<br />

writhing with discomfort from its long exposure to<br />

the unfiltered elements. As I opened my car door,<br />

my eyes adjusting from the flicker of fluorescent<br />

lighting to the brilliance all around me, I finally<br />

began to reminisce on the day. The shift had<br />

come with its challenges: dismissals in one room,<br />

admissions in another, one patient in need of a<br />

bedpan and another awaiting help to order dinner,<br />

I felt that in certain ways I had failed my patients<br />

by not always attending as quickly as they may<br />

have wanted to their individual needs. However, I<br />

knew I had done my best to not only care for their<br />

physical needs, but for their whole selves, giving<br />

my all to put a smile on their face. At times there<br />

had even been a lull, and those moments had been<br />

mysteriously filled too. One patient just didn’t<br />

feel lovely, and so I had brushed and braided her<br />

hair. Another patient had refused to talk to any<br />

medical staff, so I had written her some notes and<br />

waited and listened and eventually won her trust.<br />

At this moment, I realized that nurses have one<br />

distinct role in healthcare, which no one else can<br />

quite match. Nurses have a unique and profound<br />

capability to meet a patient in the midst of deep<br />

vulnerability and bestow dignity upon them as a<br />

whole person: body, soul, and mind.<br />

It is easy for busy medical professionals to<br />

elevate the task of medical care above the person<br />

for whom they are caring. A doctor can diagnose<br />

and prescribe, but a nurse can rub a shoulder. A<br />

surgeon can dissect and eliminate and reconstruct,<br />

but a nurse can massage and reposition and<br />

comfort. A social worker can provide options for<br />

future well-being, but a nurse can listen while<br />

Association, is offering Advanced Burn Life Support (ABLS) in the state of Kansas<br />

in <strong>2016</strong>. The fee for the class is $125 required to hold your spot.<br />

Included are continuing education hours, a 4-year certification in ABLS<br />

(upon successful completion of testing), and a light meal.<br />

ABLS is appropriate for RNs, NPs, physicians, PAs, and paramedics working in<br />

ER/Trauma, ICU, Flight, or Pre-hospital settings.<br />

a patient cries. A nurse is given the opportunity<br />

and the gift to elevate the whole person in need of<br />

restoration and healing above the task in need of<br />

accomplishment.<br />

Nurses come to work every day with one goal in<br />

mind: to leave their patients more dignified, more<br />

whole and more comfortable than when they started<br />

their shift. This drive and passion for the complete<br />

well-being for another individual is what called me<br />

to the nursing profession from the beginning. It is<br />

a sacred honor to be invited into the most exposing<br />

moments of another’s life and, in return, offer hope,<br />

healing and presence. Being part of a nursing team<br />

has allowed me the opportunity not only to offer a<br />

cold washcloth for a patient’s feverish forehead and<br />

clean up vomit that has soiled the bedding, but also to<br />

hold the hand of a patient who just received terrifying<br />

news of cancer and dry the tears of a mother who<br />

has to see her child in pain. In these holy moments,<br />

nurses extend compassion, reverence, and genuine<br />

empathy. These actions are the ones that truly heal<br />

a whole being. For these reasons, the role that nurses<br />

provide to healthcare is truly irreplaceable.<br />

I once heard it said that to love someone is to<br />

bestow dignity upon them. So, as that July day came<br />

to an end, and I lay in my bed that night resting my<br />

aching legs, I was satisfied. I was satisfied that I have<br />

the opportunity, through my profession, to be the one<br />

who can meet a patient in a fully vulnerable state,<br />

and yet love, respect and care for the valuable, whole<br />

and dignified person that they are. I was satisfied<br />

that I am given the gift of serving these patients,<br />

caring for their physical needs, and also the needs<br />

of their soul and mind. Yet, mainly, I was grateful to<br />

know that I have the opportunity, like many nurses<br />

around me do every day, to leave my patients in a<br />

better place than when I first began to care for them.<br />

It was a Friday morning around 10 a.m. when I<br />

received a phone call from my grandmother, who<br />

is one of the most important people in my life. She<br />

explained to me that she had been laying on her<br />

bedroom floor for two days and was unable to get<br />

up. She had been experiencing severe back pain<br />

and was on her way to the hospital. I was shocked<br />

by the idea and image of my grandmother being<br />

so sick and in need of medical attention. On my<br />

drive to the hospital, thoughts raced through my<br />

mind regarding her health and medical needs.<br />

When I arrived in her hospital room a nurse was<br />

at her bedside holding her hand with a contagious<br />

comforting smile. <strong>Nursing</strong> is much more than just<br />

a job; it is a profession that holds many unique<br />

characteristics that makes it one of the most<br />

important professions within our health care<br />

at the bedside. It is the nurse who constantly<br />

checks in on the patient, assessing daily for<br />

signs of changes in condition or behavior. The<br />

nurse is the one who is making contact with the<br />

patients and talking with him or her. The nurse<br />

uses her loving, caring, empathetic qualities to<br />

reduce stress, listen patiently, and comfort the<br />

new resident. This is the main way that needs<br />

are met. It is the nurse who listens to what the<br />

patient says calmly, adds that subjective piece<br />

to his or her own objective observations, and<br />

analyzes a situation. At that point, the nurse<br />

may begin intervening and solving the problems<br />

alone, or communicate with the physician. It<br />

is the nurse, who uses her skills effectively,<br />

who can assess, analyze, plan and implement<br />

a strategy, and reevaluate to see if the goals,<br />

set forth, were met, or know when physician<br />

intervention is needed. Some of the needs<br />

addressed might be physical, but they could also<br />

be emotional or spiritual. These are not minor<br />

duties. They are essential to total patient care.<br />

The physician values and trusts the nurse to do<br />

his or her job competently and completely, which<br />

is vital to a doctor’s correct diagnosis and/or<br />

prescription. This is the first piece of the puzzle.<br />

The nurse is also a teacher and<br />

communicator. The communication pieces<br />

can involve resources such as social<br />

workers, chaplains, or doctors. In addition to<br />

communicating the patients’ vital information<br />

and symptoms to the physicians, the nurse<br />

must also be able to talk with the appropriate<br />

resources and staff. <strong>Nursing</strong> is not done in<br />

isolation. It is done as a member of a care team.<br />

A nurse must be able to effectively convey the<br />

patient needs to other nurses through means of<br />

a morning report, to aides, who will be assisting<br />

in the implementation of daily requirements,<br />

and to the Director of <strong>Nursing</strong>, who is in charge<br />

of the facility and nursing staff. One must be<br />

able to express clearly, in words, what is being<br />

done and for what purpose. This information<br />

is also given to the occupational, speech, and<br />

physical therapists, who will also be sharing<br />

in the duties put forth in the care plan. The<br />

nurse must be able to talk with and listen to<br />

all of these people, as they must constantly<br />

work together, and stay abreast of the changes<br />

in condition, whether improvement or decline,<br />

so that priorities can be reevaluated and goals<br />

changed for the benefit of the patient. This is the<br />

second piece of the puzzle.<br />

The communication does not stop with<br />

the staff. Communicating with the patient is<br />

essential. The nurse gathers information, from<br />

diet and exercise to pain and comfort. All of<br />

the data provided to the nurse upon admission<br />

is vital and, combined with observation, is used<br />

to assess the patient, but the communication<br />

does not stop there. It is an ongoing process,<br />

and reassessed daily. Upon discharge, the<br />

communication becomes focused on the orders<br />

for the patient’s recovery in another location,<br />

be it at home or another facility. The nurse then<br />

becomes a teacher. She must demonstrate and<br />

then check the comprehension of the patient on<br />

equipment usage and orders from the doctor.<br />

She may go over bathing instructions, wound<br />

care, medication lists, changes in diet, side<br />

effects of medications, and even instructions<br />

about when to call the doctor after a surgery or<br />

procedure. She answers questions and clarifies<br />

misunderstandings. She is essential for a<br />

discharge to go smoothly. This is just one of her<br />

many tasks. The final pieces of the puzzle are<br />

provided.<br />

As one can see, the nurse is in a unique<br />

position. She is a communicator, facilitator,<br />

organizer, implementer, and teacher. She is the<br />

first, middle, and last pieces of the healthcare<br />

puzzle. Without the nurse, the other pieces<br />

do not fit together, but with the nurse’s skill<br />

and training the job is done effectively and<br />

completely, and the total health care puzzle is<br />

When I tell people I am going to school to be a<br />

nurse, their typical first comment is similar to this.<br />

“So, you’re going to empty bed pans for the rest of<br />

your life.” Those individuals couldn’t be more wrong<br />

and uninformed. There are so very many aspects of<br />

this field that make what nurses do unique. <strong>Nursing</strong><br />

is both an art and a science. Tied to that is the ability<br />

to think critically. Critical thinking is a large part of<br />

our job with each day being different, certain protocols<br />

being changed due to evidence based practice, and<br />

the fact that we never stop learning. It takes a broad<br />

set of skills: art, science, and critical thinking; to<br />

successfully practice as a nurse and that is what<br />

makes what we do so unique.<br />

<strong>Nursing</strong> is science, how we put that science into<br />

practice is an art. Science and research show us what<br />

effectively treats disorders and diseases. How a nurse<br />

chooses to deliver care, medications, and therapeutic<br />

measures is what makes nursing an art. The science<br />

is what we are taught. We are taught how to care<br />

for patient beyond science, but it takes a special<br />

set of skills to do that. We are loving, caring, and<br />

compassionate; those attributes can’t always be taught.<br />

Those attributes are part of what makes us unique.<br />

We must have strong backs, hearts, and minds. We<br />

comfort those in time of need and are looked upon as<br />

healers. We are our patients strength when they are<br />

weak, their advocate when nobody else is there, we<br />

are their voice when they can’t speak. Our patients<br />

rely on us to heal, protect, and comfort them. Along<br />

with having all those attributes, we have to be critical<br />

thinkers.<br />

As nurses, we are faced with new challenges each<br />

day. This is why critical thinking is essential. We don’t<br />

continuously see the same diseases and disorders<br />

day after day. We have to be on our toes for what is<br />

going to come at us next. We not only have to look at<br />

the disease for what it is, the signs and symptoms,<br />

etiology, treatment, prognosis, but the patient. The<br />

patient will tell us more than what a textbook says.<br />

Not every disease process or disorder is “textbook<br />

perfect.” We have to apply all of the knowledge we<br />

were taught in school, all that we’ve learned in our<br />

clinical experiences, and what the patient tells us.<br />

for a particular patient. Not every individual is the<br />

same, nor are two people struggling with the same<br />

disease or disorder. We must look at all diagnostic<br />

test, medications, what the textbook and patient<br />

tell us, and come up with a conclusion based on all<br />

the information. To help keep our critical thinking<br />

skills their best we must be continually learning new<br />

information.<br />

Another aspect that makes nursing unique is<br />

we are forever learning. Each day our knowledge of<br />

our practice broadens. We are always able to learn<br />

something from each patient we care for. I know<br />

personally, I strive to learn all that I can. Being a<br />

nurse will always give me that opportunity.<br />

As you can see there are many different aspects<br />

that make nursing a unique contribution to the<br />

medical field. We deliver care based on science, but<br />

more importantly as an art. We are critical thinkers,<br />

kept constantly on our toes, and making importance<br />

decisions each day. We must look at all different<br />

aspects to determine the best care of each patient<br />

and how to deliver that care. With that, we are<br />

continuously learning. We can improve from what we<br />

learned from past mistakes. It takes a skillful, artistic,<br />

critical thinker; who is knowledgeable in science, to<br />

make nursing a unique contribution to the medical<br />

field.<br />

September 2015 CNE Committee<br />

The September 2015 CNE Committee was called to order September 15,<br />

2015 at 8:37 a.m. in room 560 of the Landon State Office Building in Topeka by<br />

J. Hiner, Chair. No Revisions were made to the agenda. The minutes from the<br />

June 2015 meeting were approved with corrections.<br />

M. Kidwell reported that out of the total number of IOAs submitted in<br />

July & August, 13% were denied. The most common reasons for denial were<br />

learning objectives and agendas not being submitted. The Summary of all<br />

denied IOA’s was reviewed without further discussion.<br />

K.A.R. 60-9-105 – Language revisions reviewed no further discussion. It<br />

was moved to approve K.A.R. 60-9-105 as revised.<br />

September Finance<br />

Committee<br />

The September Finance Committee was<br />

called to order September 16, 2015 at 8:30<br />

A.M. in room 560 of the Landon State Office<br />

Building in Topeka by Garet King, Vice-Chair.<br />

The minutes of the June 17, 2015 Finance<br />

Committee were approved as written.<br />

M. Blubaugh reported that the FY 2015<br />

budget was under budget by $6,208 and the<br />

agency was able to purchase all the items that<br />

were approved by the finance committee at<br />

the March committee meeting. It was reported<br />

that the agency had just submitted the FY16<br />

and FY17 budget and that it will be reviewed<br />

by the department of the budget and then the<br />

agency will receive their recommendations.<br />

There were several items raised in the budget<br />

indices, so a supplement was requested to<br />

cover those higher expenses. The agency fee<br />

fund was swept $250,000 and the revenue<br />

was placed in the state general fund. Renewal<br />

fees were lowered in FY15 from $60 to $55<br />

reducing our revenue by about $150,000 a<br />

year, so we may need to raise the renewal<br />

fees back up FY17 due to the higher costs of<br />

several items charged to the agency. We will<br />

bring more information back in December for<br />

review.<br />

A motion was passed to accept K.S.A. 74-<br />

1109 and 65-1118A with no recommended<br />

changes.<br />

College Course are not approved Continuing <strong>Nursing</strong> Education<br />

Hours for License Renewal Unless Approved by IOA<br />

Prior to Renewal of License<br />

College course are not approved for CNE contact hours without<br />

submission of an Individual Offering Approval (IOA) form, prior to<br />

renewal or reinstatement of license. Even with the submission of<br />

an IOA not all college courses are eligible for CNE contact hours.<br />

College courses acceptable for CNE with an IOA may include any of<br />

the following: any college courses in science, psychology, sociology, or<br />

statistics that are prerequisites for a nursing degree. Contact hours<br />

shall not be recognized by the board for any of the following: an<br />

incomplete or failed college course or any college course in literature<br />

and composition, public speaking, basic math, algebra, humanities,<br />

or other general education requirements unless the course meets<br />

the definition of CNE. Please note if you have successfully completed<br />

a college course within your renewal period and the course meets the<br />

definition of CNE, you must submit the course for official approval by<br />

IOA to the Board PRIOR to renewal of your nursing license.<br />

CNE Guidelines for<br />

Advanced Practice Nurses<br />

60-11-113(b) reads “License renewal. On and after January 1, 2013,<br />

each individual renewing a license shall have completed the required 30<br />

contact hours of approved continuing nursing education (CNE) related to<br />

the advanced practice role during the most recent prior license period.<br />

Proof of completion of 30 contact hours of approved CNE in the advanced<br />

practice nurse role may be requested by the board.”<br />

Guidelines for advanced practice nurses seeking continuing nursing<br />

education offerings:<br />

Compare the course learning objectives/outcomes for any course you<br />

are considering with the definition of Continuing <strong>Nursing</strong> Education:<br />

Continuing nursing education means a learning experience intended<br />

to build upon the educational and experiential bases of the advanced<br />

practice nurse for the enhancement of practice, education, administration,<br />

research or theory development to the end of improving the health of the<br />

public.<br />

• Is the course designed to provide new knowledge or enhance current<br />

knowledge and/or skills in your advanced practice role, to assist you<br />

in improving the health of the public?<br />

• Is the course designed to provide you with the skills and/or<br />

knowledge to provide innovative changes supported by research and<br />

theory within your advanced practice role, to assist you in improving<br />

the health of the public?<br />

• Is the course designed to provide you with new and developing<br />

standards of practice within your advanced practice role, to assist<br />

you in improving the health of the public?<br />

• Is the course designed to assist you within your role by advancing<br />

your clinical decision making skills, to assist you in improving the<br />

health of the public?<br />

If the course learning objectives meet the above criteria, then the offering<br />

is appropriate for advance practice continuing nursing education.<br />

Guidelines for approved CNE offerings:<br />

65-1119(5) “The board shall accept offerings as continuing nursing<br />

education presented by: Colleges that are approved by a state or national<br />

department of education and providers approved by other state boards<br />

of nursing, the national league for nursing, the national federation of<br />

licensed practical nurses, the American nurse credentialing center, or<br />

other such national organizations as listed in the rules and regulations<br />

adopted by the board.”<br />

PLEASE NOTE:<br />

• All college courses must be submitted and approved by the Individual<br />

Offering Approval (IOA) process, prior to renewal of license.<br />

• CME’s are continuing medical education (not continuing nursing<br />

education) and must be submitted and approved by the Individual<br />

Offering Approval (IOA) process, prior to renewal of license.<br />

• If the CNE certificate of completion does not clearly indicate being<br />

approved for advanced practice nurses, you must submit the course<br />

learning objectives with the certificate for proof of advance practice<br />

continuing nursing education, if audited or reinstating your license.

What is KNAP?<br />

KNAP is a professional assistance program<br />

designed to assist all nurses and mental health<br />

technicians who have a problem or illness that<br />

has or could impair their ability to practice safely.<br />

The Goal of KNAP<br />

Mental and physical illness, including alcohol<br />

and other drug addiction, can potentially impair<br />

practice and health. We estimate that at any<br />

given time, approximately 10% of the population<br />

is affected. This same percentage is thought to<br />

be true of healthcare professionals.<br />

Alcohol and other drug addiction, as well as<br />

mental and physical illnesses, are treatable.<br />

KNAP works with the program participants to<br />

obtain an evaluation, treatment (if indicated),<br />

and monitoring throughout the recovery process.<br />

Referrals<br />

Self-referrals to the program are encouraged,<br />

but referrals may be made by a family member,<br />

a friend, employer or anyone concerned about the<br />

nurse/LMHT.<br />

Anonymous referrals are not accepted. A person<br />

may call for information or advice without giving<br />

their name, however. Referrals may be made by<br />

calling 913-236-7575.<br />

KNAP Providers<br />

and illnesses which could lead to impaired<br />

• Inordinate interest in patients' pain control<br />

• Increasing isolation from colleagues, friends<br />

and family and avoiding social activities.<br />

• Complaints from others about work<br />

performance or alcohol or drug use.<br />

• Mood swings, irritability or depression, or<br />

suicide threats or attempts, perhaps caused<br />

by accidental overdose.<br />

Physical Symptoms<br />

• Obvious intoxication such as swaying,<br />

staggering or slurred speech.<br />

• Odor of alcohol on breath or the excessive<br />

use of breath-fresheners or perfume to<br />

disguise the odor of alcohol.<br />

KNAP is supported by funds from the Board of<br />

<strong>Nursing</strong> and, in small part, by fees charged to the<br />

participants.<br />
